This procurement is for Architect-Engineering (A-E) Services, Environmental Engineering Support Services for Comprehensive Long-Term Environmental Action Navy (CLEAN) IV. The general scope of this requirement covers architectural and engineering services to provide program management and technical environmental services in support of the Department of the Navy?s (DON) Installation Restoration Program (IRP), Munitions Response Program (MRP), and other similar programs at Navy and Marine Corps installations and other Government agencies, predominantly in California, and to a lesser extent in Arizona Nevada, Utah, New Mexico, and other installations nationwide as deemed necessary due to work requirements. Firms shall provide a full range of A-E environmental services for program management and technical services. Program management will be provided on an ongoing basis for the duration of the contract, and shall include, but not limited to, the following: project coordination; resource allocation; control of quality, finances, contracts, and documents; communicating the need for Navy guidance; compliance with applicable laws and regulations; and identifying and communicating opportunities for project streamlining and cost savings. Technical service will include Installation Restoration Program (IRP) In General. The major intent of this contract is to provide technical and regulatory assistance in the Navy IR program. The IR program is designed to address uncontrolled hazardous substance, pollutant and contaminant sites through the conduct of necessary investigations, removal and remedial response actions at DON activities, with the ultimate goal of site cleanup. In accordance with the requirements of the Superfund Amendments and Reauthorization Act (SARA) Of 1986, DoD activities are required to follow and comply with all U.S. Environmental Protection Agency (EPA) and Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) guidelines, rules, regulations, and criteria, including the National Oil and Hazardous Substances Pollution Contingency Plan (NCP), Title 40, Code of Federal Regulations (CFR) in responding to actual or threatened releases of CERCLA hazardous substances, pollutants or contaminates. Treatment of non-National Priority List (NPL) sites may be equivalent to requirements for existing NPL sites. Expedited IR Program CERCLA investigations and cleanups are of critical concern to DoD, in particular to activities subject to base closure and realignment under Title 10 U.S.C. Section 2687 note, "Defense Base Closure and Realignment Act of 1990" (Public Law 101-510), as amended. DoD BRAC guidance requires the development of special documentation relating to CERCLA issues that addresses general base closure environmental concerns as well as statutory requirements set forth in Section 120(h) of CERCLA. The NAICS Classification Code is 541330, Environmental Engineering Services. The resulting contract will be a Cost Plus Award Fee (CPAF) contract for a base period of one year, and four one-year option periods. The ceiling for this procurement is established at $120,000,000. The firm selected will be the highest technically rated, and capable of performing this requirement based on their previous experience. The contract will be CPAF with Indefinite Delivery/Indefinite Quantity (ID/IQ) provisions. Individual contract task orders will be issued with statements of work which describe the nature of work to be performed and requirements for the period of performance. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: The Standard Form 330 (SF-330) - Architect-Engineer Qualifications will be evaluated to determine the most highly qualified firm based on criteria responses. Selection will be based on the following criteria and are in descending order of importance: Criteria 1 ? Specialized Experience (SF330, Section F & H): Specialized experience of the firm and/or proposed consultants, that was substantially completed in the period between February 2002 to February 2007, in performing multiple, simultaneous projects involving field investigations and preparing studies/analysis/workplans for environmental restoration projects and other technical support services relating to compliance with environmental laws and regulations for CERCLA, RCRA, NCP, aboveground/underground storage tanks (ASTs/USTs), munitions response program (MRP) and interfacing with regulatory agencies (Federal/ State/ Local) in California predominantly, and to a lesser extent in Arizona, Nevada, New Mexico, Utah, and other DoD installations nationwide. Recent experience documenting innovative cleanup strategies and successful attainment of regulatory closure for CERCLA or RCRA sites should be included. A maximum of 10 projects in total will be evaluated. Criteria 2 ? Professional Qualifications (SF330, Section E & F): Professional qualifications and capabilities of the staff to be assigned to this contract must include (a) experience from February 2002 to February 2007 in environmental technical disciplines, project management, and performing field investigations and preparing studies/analysis/workplans for environmental restoration projects and other technical support services pertaining to CERCLA, RCRA, and aboveground/underground storage tanks (ASTs/USTs), MRP, radiological; (b) interfacing with regulatory agencies (Federal/ State/ Local) in California predominantly, and to a lesser extent in Arizona, Nevada, New Mexico, Utah, and other DoD installations nationwide; (c) expertise and experience in program management, partnership/teambuilding skills, excellent communication skills, problem solving, supervisory experience and qualifications in DoD contract management and administration. Experience in California will be weighted more heavily than experience in other states. Resumes for key personnel are limited to one page each and should cite project specific experience. Criteria 3 ? Past performance on contracts with Government agencies and private industry in terms of cost control, overall quality of work, quality of technical data and conclusions, innovation and optimization, and compliance with performance schedules, stakeholder and customer satisfaction, management and administration of DoD contracts and reliability of the firm's quality assurance and quality control program. Document recent awards and commendations (do not submit copies). Criteria 4 ? Safety (SF330, Section H): Contractors shall submit the following information, certifying their corporate safety and health performance history. If the Offeror is a joint venture, information should be submitted as a joint venture. If there is no information for the joint venture, information should be submitted for each joint venture partner. Offerors must demonstrate the relationship between the firms and identify each partner?s roles and responsibilities as it pertains to their safety program. The technical proposal for Criteria #4 - Safety shall address the following elements and shall be limited to a total of 10 pages. 1. Experience Modification Rate (EMR): Submit your insurance company EMR for the last five (5) years February 2002 to February 2007. If an EMR is not available for the entire five year period from the insurance carrier, the offeror shall provide an explanation as to why it is not available. If an offeror was not rated by the insurance carrier, submit a letter from the insurance carrier stating that your firm was not rated. The letter shall provide a point of contact (name, phone number, email address) with the insurance carrier for verification purposes. Offerors shall advise your insurance agent that the government will contact them to confirm these EMRs. 2. OSHA Lost Workday Incidence Rate (LWDIR) and OSHA Recordable Incidence Rate (RIR): a. Offerors shall complete and submit OSHA Form 300 (Log of Work-Related Injuries and Illnesses), 300A (Summary of Work-Related Injuries and Illnesses), and 301 (Injuries and Illnesses Incident Report) for the last five years. OSHA Forms 300, 300A, and 301. Firms with less than 10 employees must complete the forms and submit them with your proposal. OSHA Forms 300, 300A, and 301 are not counted towards the page count for this Factor. For more information regarding LWDIR and RIR and to obtain forms, offerors may visit the OSHA website at http://www.osha.gov. b. Offerors shall submit their OSHA LWDIR for the last five (5) years. This rate is based on an industry standard calculation: LOST WORKDAY INCIDENT RATE = (200,000 X A)/B. A equals the number of lost workday cases and B equals the total number of hours worked. c. Offerors shall submit their OSHA RIR for the last five (5) years. This rate is based on an industry standard calculation: RECORDABLE INCIDENT RATE = (200,000 X C)/B. C equals the number of recordable incidents and B equals the total number of hours worked. 3. Citations (Federal, State and Municipal OSHA-Type): Submit copies of Federal, State, and Municipal OSHA-type citations for the last five (5) years. Offerors shall provide a written response addressing corrective action taken by the offeror and mitigation plans to avoid recurrence in the future. 4. Safety Management Plan: Offerors shall demonstrate the effectiveness of their proposed safety management. The plan shall document how the offeror will ensure safety of prime personnel, and subcontractor personnel. In addition, the plan shall document who will be responsible for managing safety, that individuals reporting chain of command. In addition, the plan shall specify how safety will be managed during the performance of the work requirement. Criteria 5 ? Program Management (SF330, Section H): Describe the following: a. Ability to concurrently perform and manage multiple complex projects in different locations to meet schedules and control direct and indirect costs; b. Ability to submit technical and cost proposals within thirty days of receipt of a Contract Task Order ( CTO) Statement of Work, to negotiate CTOs promptly and to commence work expeditiously upon award of a CTO; c. Ability of the firm to coordinate and work effectively with other contractors involved in NAVFAC SW programs; d. Logical identification of explicit assignment of responsibilities among corporate team members; e. Demonstration of the ability to communicate overall contract status and project status on a regular basis with a focus on problem solving; f. Proposed location of the program management office, how this will be advantageous to the Government, and a detailed description of how it will be structured and how it will function. Criteria 6 ? Quality Control (SF330, Section H): Describe your corporate quality control program, process and procedures, and authorities assigned to the firm?s Quality Control Manager. The Quality Control program shall demonstrate knowledge of applicable regulatory requirements related to quality control. Criteria 7 ? Capacity (SF330, Section H): Capacity to accomplish the work in the required time. Describe the ability of the firm to provide continuity of service, with no or minimal program disruption and cost impact, to projects initiated under the existing NAVFAC SW contracts. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period; and indicate specialized equipment, particularly related to state of the art technology. Include firm?s ability to obtain security clearance(s) for its key personnel. Criteria 8 ? Location (SF330, Section H): Location in the general geographic area of, and knowledge of the locality in relation to Navy and Marine Corps installations primarily in California, and to a lesser extend Arizona, Nevada, New Mexico, Utah, and other DOD installations nationwide. Greater weight may be given to location in proximity to Navy and Marine Corps installations in California than in other states. Criteria 9 ? Small Business Goals (SF330, Section H): To demonstrate how the firm meets the small, small disadvantaged and women-owned small business subcontracting criteria, provide the following data: identification of any proposed subcontractors which are Small Businesses (SB) 77%, Historically Black Colleges and Universities and Minority Institutions (HUB) 3% , Small Disadvantaged Businesses ( SDB) 16%, Women-owned Small Businesses ( WOSB) 15% and Service Disabled Veteran-Owned Small Business (SDV) 3% and a description of the work to be accomplished under the contract by these firms; identification of total dollar value or work planned to be subcontracted under the contract; identification of the percentage goal of planned subcontract work that will be subcontracted to SBs, SDBs, HUB, WOSBs or SDV under the contract; identification of the types of work planned to be subcontracted to SBs, SDBs, HUB, WOSBs or SDV s; and a brief description of your SBs, SDBs, HUB, WOSBs or SDV subcontracting outreach plan. If a large business firm is selected for award, a Subcontracting Plan in accordance with FAR 19.7 and DFARS 219.7, will be required. Offerors are also notified that the Government intends to utilize the award fee component of this contract to encourage aggressive local SB and SDB subcontracting. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. Projects submitted in the SF-330 shall be for projects completed by the proposed team members. Projects not performed by the proposed team members will be excluded from evaluation consideration. SUBMISSION REQUIREMENTS: The SF-330 is limited to 40 single-sided, 8.5 X 11 inch pages. Minimum font size is 10 point. Five (5) copies of the SF-330 shall be submitted to Naval Facilities Engineering Command, Southwest, Code AQE.GS, Attn: Garciela Steinway, 1220 Pacific Highway, San Diego, CA 92132. Proposals are due 10 April 2007, 2:00 p.m. local time (PST).
