- The Defense Threat Reduction Agency (DTRA) is seeking sources to support the agency's Defense Critical Infrastructure Program (DCIP). DTRA's DCIP program provides all-hazard vulnerability assessments worldwide across the full spectrum of functional areas on Department of Defense (DoD) assets and infrastructure supporting important national, theater and installation missions. Support to the DCIP Program is divided into two areas: 1. Assessment Team Support. Augment existing DTRA anti-terrorism teams with the following functional experts: a. Mission Analyst- Augmentation team lead with expertise in decomposing DoD missions by mission essential task. Mission analysts identify critical assets and then determine dependencies and interdependencies with infrastructure such as power, water, transportation, communications and computer networks. b. Infrastructure Engineer- Analyzes DoD assets with expertise in infrastructure utilities to include power, water, gas, fuels, and air conditioning c. Communications Analyst- Analyzes DoD assets with expertise in DoD methods of securely transporting data, voice and other communication d. Computer Network Operations Analyst- Analyzes DoD assets with expertise in computer operations to include maintenance and security of DoD computer systems and networks. Source must be able to support multiple team deployments simultaneously with contingency augmentation support. Teams will travel frequently, worldwide to include austere environments and apply appropriate skills assessing DoD missions using latest DoD standard benchmarks. Government clearances up to Top Secret are required. 2. Additional Support. Other support skills required include classified holdings management, Geographic Information Systems (GIS) support to include conversion between existing industry products and formats common to the DoD. Familiarity with GPS tracking tools and Microsoft office products is also required. Familiarity with DoD assessment tools such as Core Vulnerability Assessment Management Program (CVAMP), Joint Staff Integrated Vulnerability Information System (JIS), and the Mission Assurance Tool (MAT) is also highly beneficial. Potential sources are requested to provide information that demonstrates the organization?s capability to perform the above services. The below case study is provided to better frame and focus your response. Capability statements shall demonstrate an understanding of the skills and approaches necessary to provide assessment team support along with the additional support that is required. Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned. Interested contractors should submit a white paper to address the notional ?Case Study for Port of Maine? identified below. Please limit the white paper to two (2) pages. Notice of when a solicitation will be issued, will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Case Study for Port of Maine Assessment Team Mission. 1. Assess a fictional port in Maine for the following: 1) Mission critical systems, facilities, and assets. 2) Supporting transportation, power, communications, computer networks, water, and fuel infrastructures. 3) Vulnerabilities to assets, infrastructures, and mission. 4) Points-of-failure. 5) Inter- and intra-dependencies. 6) Impacts of loss. 2. Assume the port is important for military force projection but also used for commercial operations. The following tasks are important: Task 1: Conduct terminal operations Task 2: Move forces Task 3: Sustain forces 3. Show how you would decompose the mission to successfully execute the deployment, sustainment and redeployment of US Armed Forces through the fictional port of Maine. Give examples to include identification of the infrastructures along with potential dependencies and vulnerabilities. Response format is left up to the source. Note: it is understood many assumptions must be taken to respond to this case study but ultimately your response should demonstrate an appropriate knowledge of the subject matter.
