- NAICS Code: 541612 This is a Request for Information only. The United States Environmental Protection Agency's (EPA) Office of Acquisition Management, on behalf of the Office of Human Resources (OHR), is conducting market research to determine the interest and feasibility of a small business set-aside for Human Resources Support Services. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential contractors in providing the information requested. The EPA's OHR requires support in the areas of HR Staffing and Classification, HR Policy and Guidance, Employee Benefits, Employee and Labor Relations, Human Resources Development, and Information Management and Reporting. All individuals assigned to this project must possess an in-depth knowledge of Title 5, United States Code, Government Organization and Employees, and the Code of Federal Regulations, Part 5, Administrative Personnel. More detailed information can be found in the draft Statement of Work posted on the EPA's website at http://www.epa.gov/oam/hpod/index.htm#sources. The North American Classification Standard (NAICS) code for this requirement is 541612 with a size standard of $6.5 million. It is the Government's intent to award a fixed rate ID/IQ Purchase Order to be effective for a base period of one year with a one year option period. The estimated value is $350,000 to $500,000 per year. The EPA desires responses to this sources sought notice from all types of small businesses including small disadvantaged businesses, 8(a) businesses, woman owned small businesses, hubzone businesses, service disabled veteran owned small businesses, and other socioeconomic groups addressed by the Federal Acquisition Regulation. An interested concern capable of providing the services detailed in the draft Statement of Work should submit a qualification/capability statement demonstrating how it plans to meet the requirement. Submissions shall be limited to no more than ten (10) pages (excluding resumes). Standard brochures will not be considered as a sufficient response to this notice. The capability statement shall include: (1) name of company; (2) point of contact; (3) contact information (address, phone number, email); (4) business size and classification; (5) technical description of capabilities in meeting the requirement as described in the draft Statement of Work; (6) technical experience; (7) resumes of key personnel; and (8) demonstration of staff retention and recruitment.
