Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FY 2007 HAZARDOUS CATEGORIZATION COURSE Need to find out the interested /available instructors to teach our upcoming course for the Strike Teams. Instructor Requirements: We are looking for the same instructors to travel to each location and give the training once per year . The dates of courses will be arranged at a later date. The following are the locations set aside for the courses to be held: Novato, CA (Pacific Strike Team) Mobile, AL (Gulf Strike Team) Fort Dix, NJ (Atlantic Strike Team) Each course will have a maximum of 30 students and must be co-instructed by two separate instructors. Course material must meet the scope of work described below and instructor must provide one HazCat? ID kit per three students to ensure maximum hands-on experience for students. The bid must include the names and contact information for each instructor and the cost breakdown for both instructors, to include travel to all three locations, car rental, per diem, instructional fee, and any other expenses. Bid should be broken down by base year, then four (4) 1-Year Options. The following is the scope of work required for the course: Operational training and preventive maintenance on the equipment, tools, and software included in the HazTech Systems?, Inc. HazCat? kit. As well as familiarization with the HazCat? WMD and Anthrax kits. Course should include hands-on utilization of the HazCat? liquid and solid flow charts in identifying some of the most commonly spilled hazardous and non-hazardous materials which might be encountered in the field. During hands-on activities, students should be able to identify and classify several unknown materials (at least one from every DOT category), as well as introduce toxicology information and common uses of materials encountered. Students should also be able to determine and understand the differences between organic and inorganic chemistry. Utilizing the HazCat? kit, they should be able to determine how to quickly identify compounds. Students should also be able to understand the chemical characteristics of organics, learning to use certain properties such as viscosity, water solubility, iodine crystal colors, and combustibility to identify the carbon skeletons and functional groups of organic unknowns. Examples of such unknown materials (organic/inorganic) to be identified are: - Paint Pigments - Plating Chemicals - Toxic Industrial Chemicals - Oxidizers - Salts - Flammable Liquids - Chlorinated solvents - Organic Peroxides - Automotive Products - Household Pesticides - Dyes Advanced chemical identification with regards to mixtures, including metals in solution should also be covered. Students should be able to identify materials in muli-layered mixtures. In addition students should observe smoke and breakdown during a Char Test and using their observations be able to make an estimate on the potential for toxicity and carcinogenicity. This section of the course especially pertains to superfund site remediation or identification of abandoned materials. Bids must be received before 23 MAR 07.
