Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, .as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL-07-M-002 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contact for the acquisition of Initial Aircraft Maintenance Mechanics Training. Interested offerors must submit proof of qualifications to provide the training. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 24. No addenda apply to these Provisions and Clauses. FAR 52,212-1, Instructions to Offerors - Commercial Items, FAR 52.212-3, Offeror Representation and Certifications - Commercial Items, FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders - Commercial Items. No additional FAR clauses apply. The following provides the specifications: 1) Course must be designed to meet the training requirements of four (4) technicians with limited experience in the maintenance of the King Air C90A/C90B aircraft. 2) Course objectives must be aligned with ATA Code 104 Level III recommendations. 3) Maintenance training, instructional materials, and training manuals must be provided to teach the systems on the King Air C90A/C90B. 4) Course material must include component location, normal operation, inspection, service, and repair of aircraft systems. 5) Special emphasis must be placed in troubleshooting, adjustment, and rigging procedures of the more complex systems. 6) System mock-ups, actual aircraft parts, access to OEM technical data, and part task trainers should be used to provide hands on training. 7) Engine starting and run procedures should be practiced in the King Air Simulator. 8) All training will take place in the United States and must be given in Spanish (translators allowed). 9) Time frame for training should be approximately ten (10) days in length. Interested offerors shall submit a quote containing the price of the Spanish language training and dates the training will be available. Airfare and per diem for students will be handled separately from the purchase order. Award will be made to the lowest priced, technically acceptable offeror, which offers the best value to the government. Offerors will be evaluated on their qualifications to provide the training as well as proof of those qualifications. Offerors must provide a completed SF-1449 and completed Representations and Certifications per FAR 52.212-3 with their quote. The government will make one award from this synopsis/solicitation. Offerors must be registered in the Contractor Central Registry (CCR) to be considered for award. Point of contact is Margaret A.
