Description
This sources sought synopsis is for non commercial services, and any resultant contract will be awarded in accordance with FAR Part 15, as supplemented with the additional information included in this notice. NAICS: 811211 SIZE STANDARD: $6.500, 000.00 Anticipated Period of Performance is one (1) base year, 1 February 2008 through 31 January 2009, and four (4) one year options. Sources responding to this notice must provide the following information: 1. Company Name, Address, Point of Contact, Telephone number, and e-mail address. 2. Specify Small or Large Business in relation to the 6.5M size standard applicable to NAICS Code 811211. 3. Identify Small Business Status categories that may apply- Small Disadvantage Business (SDB), 8(a), Historically Underutilized Business Zone (HUBZONE), and or Service Disable Veteran ?Owned Business (SDVO). 4. Identify subcontractors to be used and anticipated responsibilities. 5. Provide experience of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract number, description of work, point of contact and phone numbers. This nonpersonal service shall provide all personnel, supervision, equipment, tools, materials, vehicles, and other items and services necessary to perform electrical testing, operation, and maintenance and repair services task in a contract at the Propulsion Directorate, Air Force Research Laboratory (AFRL/PR), Area B Wright Patterson AFB, Ohio. Services to be provided include, but not limited to maintaining, removal and replacing, installing, and electrical acceptance testing of low, medium, and high voltage supply, distribution and R&D electrical distribution equipment, systems, and facilities; engineering and data entry services to support maintenance and modification of electrical low, medium, and high voltage supply, distribution and R&D equipment, systems, and facilities; cleaning of electrical equipment facilities; record keeping; purchasing, receiving and invoicing of materials and services; storage and inventory, issue and disposal of Contract purchased Hazardous Material. Specific Requirements: International Electrical Testing Association (NETA) Certification- the Company must be a fully qualified NETA company. At least two electricians on contract and on site shall be NETA certified level three (3) or higher. All contractor employee electricians shall have five or more years experience with industry and construction where the National Electrical Code is applied and/or five or more years experience with electrical testing where NETA or an equivalent credited testing organization?s practices, rules, and procedures are applied or shall have been entered and successfully completed an approved apprenticeship and training program for journeyman electricians in accordance with the local trade agreement. All contractor employees? foremen, managers, electricians and engineers shall be familiar with industrial standards as these standards pertain to National Electrical Contractors Association (NECA) Manual of Labor Units and/or RS Means Electrical Cost Data and capable of meeting these standards for tasks/work assigned. Meter / Relay Repair ? A minimum of one electrician shall have a watch maker?s background with at least two (2) years experience in electro-mechanical and solid state meter / relay repair and calibration. Lead Cable Splicer ? A minimum of one electrician shall be a qualified cable splicer experienced in splicing lead covered low, medium and high voltage cable. Computer- Aided Designer- The contractor employee shall have either an Associates Degree in an engineering field from an accredited college or university with at least six (6) years of related technical experience. The contractors business shall be primarily in the technical testing and maintenance of electrical materials, devices, appliances, electrical installations and systems for the purposes of efficiency and effectiveness of systems and preventing injury to persons or damage to property and other equipment. The contractor shall have been in this business for a minimum of five (5) years and be in good financial standing. Estimated time of release of solicitation is August 2007. CAPABILITIES PACKAGE: All interested firms should submit a Capabilities Package that out line the firm?s experience and capabilities in providing services listed. The Capabilities Package should be brief and concise yet clearly demonstrate an ability to meet stated requirements. Please limit Capabilities Package pages to fifty (50)pages or less.
