- Request for Information (RFI) This is a Request for Information only. It is not a request for proposals and does not commit the Government to issue a solicitation, make award, or pay any cost associated with responding to this announcement. All submitted information shall remain with the Government and will not be returned. The purpose of this request is to determine interest and capability. The contractor shall provide all personnel, resources, materials, equipment, supervision, licenses and other items or services necessary to perform the Records Management Functions at the Air Reserve Personnel Center (ARPC) in Denver CO. BACKGROUND: This requirement is currently being performed by an Ability One (formally JWOD) non-profit agency. DESCRIPTION: Services will include providing records management of master, field, officer promotion records and force development team support, for Air National Guard and Air Force Reserve personnel. Records management includes records processing, record maintenance, records disposition and customer service. In addition, the Contractor shall be responsible for records staging, records shipment, customer records support. MASTER RECORDS (DPQ). The Contractor shall solicit/obtain, receive, update, maintain and dispose of Air Force Reserve and Air National Guard records. Records will be updated and maintained in the Automated Records Management System (ARMS), IAW AFI 36-2608, Military Personnel Record System, Chapters 2 and 7 and the ARMS Document Identification Listing (formerly know as the Star C Editor). FIELD RECORDS (DPQ). The Contractor shall track, maintain, update, ship, and store field records for the Air Force Reserve Personnel Center. Field records management includes records processing, record maintenance, records disposition and customer service. Field records management is based on Air Force Reserve member status. The Contractor shall account for and ensure all ARPC field records are complete IAW AFI 36-2608, Chap 2, Para 2.3. OFFICER SELECTION RECORDS (DPB). The Contractor shall manage, maintain, and provide customer service support to ensure all Air Force Reserve and Air National Guard Officer Selection Records (OSRs) are complete, accurate, and up-to-date (IAW AFIs 36-2608 and 36-2406). MAILING AND SHIPPING SERVICES (SC). The Contractor shall provide mail and shipment services for the functional directorates supported in this SOW (DPQ, DPB). The Contractor shall process incoming, outgoing, internal and external official mail to the appropriate addressee. All official outgoing mail, from these directorates shall be delivered to DFAS for processing. FORCE DEVELOPMENT (FD) TEAM SUPPORT. The Contractor shall scan and provide the Force Development Division an electronic copy of selected documents from the officer selection record on records requested for a Development Team visit in support of all Force Development Boards. The magnitude of this effort is estimated at $2.2M annually. The period of performance for this contract is anticipated to be a basic, one-year contract with four annual options. The mobilization/orientation period is planned from 1 Jun 07 -1 Jul 07. The anticipated contract type is a commercial contract pursuant to FAR Part 12. The pricing arrangement is Firm Fixed Price with reimbursable line item(s). The NAICS code is 561499 and the size standard is $6.5 million in annual revenue. RESPONSES: As a minimum, submitted information should include: (a) capability statements expressing interest and intent to include (1) point of contact, (2) business size, (3) common commercial practices, (4) past performance information similar in scope to this initiative, (5) references with phone numbers and (6) any other pertinent corporate information. (b) (1) Describe your experience in managing personnel records similar in scope and magnitude of this effort. (2) Describe your experience related to the interpretation of laws/directives associated with managing/handling Human Resources information. (3) Describe your experience in using unique naming conventions for documents scanned, and doing research on documents that have not been indexed and scanned completely or correctly. (4) The Officer Selection Record area has high visibility leading up to, and during the actual Promotion Board proceedings. Describe how you would handle short deadlines, work changes at the last minute, and inquiries that need to be answered within a 30-minute timeframe. Information should be submitted by 4:00 P.M.
