- This announcement was posted at Federal Business Opportunities on January 26, 2007. The project scope has changed. The construction of asphalt roads will be included in the RFP. Prospective offerors should note that proposals from non-U.S. firms wi ll be evaluated in accordance with Defense Federal Acquisition Regulation clause 52.236.7010 titled Overseas Military Construction - Preference for United States Firms. This mandates that offers received from firms that do not qualify as United States firm s are evaluated by adding 20% to their price proposal. This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the Millennium Village (MV) Follow-On Project at Al Udeid Air Base in the State of Qatar. All contractors are invited to participate in this solicitation. Project Scope: Construct supporting structures and utilities to the MV living compound to include fencing, sewage holding tanks, security enhan cements, utility tie-ins, asphalt roads, and related construction. The magnitude of this construction project is between $500,000 and $1,000,000. All work is to be performed within the perimeter of the MV compound at Al Udeid Air Base in the State of Qa tar. The expected contract duration is between 3 to 5 months. Additional Requirements: All firms applying shall be licensed to do business in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws an d regulations of the State of Qatar to become licensed. Contractors responding to this notice and meeting all conditions of this notice will receive a request for proposal. Plans and Specifications: The RFP will not be available over the internet. Two (2) sets of the solicitation will be issued, at no cost, on compact disk (CD) to prime contractors. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contract Procedures: The solicitation will be a request for proposal (RF P). A firm fixed price contract is contemplated. Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors and their significance will be provided in th e RFP. The Government may include options in the solicitation. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) W912ER-07-R-0006 is 11 Apr 07. Tentative date for receipt of proposals is 11 May 07. Tentative date to award the contract is 29 May 07. Solicitation Request: Firms int erested in receiving this solicitation should send a written request to either the address listed above or fax a copy to Mr. Rick Elder, 540-665-4033. The request must state the name of the company, mailing and shipping addresses of the firm, telephone an d fax numbers, point of contact, and reference the solicitation number (RFP number).
