- The US Geological Survey intends to award a noncompetitive purchase order to Dr. Dan Esler, Centre for Wildlife Ecology, Simon Fraser University, Burnaby, BC, Canada for research evaluating the recovery of harlequin ducks from the Exxon Valdez oil spill of 1989. He has been performing similar studies since 1995 and was selected by the Exxon Valdez Oil Spill Trustee Council after submitting a proposal in FY2007 that underwent technical, scientific and public review. No other source would have the continuity of data and methodology that is needed to maintain the scientific integrity of the results. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation 6.302. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to the requirement to the Contracting Officer by e-mail (rdonez@usgs.gov) no later than the response date shown in the announcement.
