- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase on a sole source basis from Wind River Systems Inc., 500 Wind River Way, Alameda, CA 94501, Wind River General Purpose Platform (GPP), VxWorks Edition 3.3, Development Seat License Subscription, Product Number: 535-115978 / 500-115975, [Band 1, Floating] for a quantity of four (4) users to include unlimited telephone support and updates as released, for one year. The government reserves the right to add new licenses to the site license for the duration of the order. Wind River Systems Inc. is the only source able to provide this software support licensing as the software is proprietary. This acquisition will be a Firm Fixed-Price order. The NAICS Code associated with this procurement is 541511 with a size standard of $23.0 million. Simplified Acquisition Procedures shall be utilized in the award of the requirement. Quote is due 20 March 2007 no later than 2:00 p.m. (local NSWCSS time). Interested parties shall either fax or e-mail their capability to provide the requested software licenses to the attention of Code XDS11K at (540) 653-7088 or DLGR_NSWC_XDS11@navy.mil. Reference RFQ number N00178-07-Q-1131. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database. Registration may be accomplished by accessing the CCR Web site at http://www.ccr.gov. A paper registration form may be obtained for the DoD Electronic Commerce Information Center at 1-888-227-2423.
