Description
The Fleet And Industrial Supply Center is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for technical services to support the continuing mission of the Navy Center for Tactical Systems Interoperability (NCTSI), San Diego, California. This requirement might be solicited via Seaport-e; therefore, your response should state if you are a Seaport-e contractor or not. These support services are currently being provided to NCTSI by Northrop Grumman under Contract N00244-02-C-0008 which is scheduled to expire on 30 Sep 2007. This office anticipates awarding a follow-on for the required services to begin on 01 October 2007. The period of performance of the proposed contract will be a base period of one year, with options for four (4) additional one-year periods. The NAICS Code for this acquisition is 54133. Provide your CAGE code in your submitted information, along with a point of contact, and whether your company is large, small, diabled vet, woman owned, SDB, or hub zone. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential competitive sources prior to issuing a Request for Proposal (RFP). The Government is not obligated to and will not pay for information received as a result of this synopsis. It is requested that interested sources submit a brief capabilities statement package (no more than 15 pages in length, 12-point font minimum) addressing capabilities in eight technical areas. Capabilities shall include a clear demonstration of successful performance in similar technology areas as well as the contractor?s resources in cleared personnel, support equipment, and intellectual property. A draft statement of work is attached to the neco site. ?Fleet Support ? Provide engineering, operational analysis and technical services in support of NCTSI in its Fleet Support mission of verifying performance of deployable C4ISR systems utilizing data link, USMTF and OS-OTG messages. ?Operational Network Design, Test and Evaluation Provide technical analysis support for the Navy Network Design Facility and make recommendations for planning, coordination, analysis, verification testing, storage, coordinated delivery and CM of Link 16 network designs and JNL library ?Tactical Data Link Test and Certification Provide operations and systems interoperability testing of various Navy C4I systems? data link capability, including validation of data exchange requirements, message formats and message content, utilizing NCTSI-owned test tools and analysis equipment. Provide data analysis and make recommendations concerning development and preparation of certification test plans, procedures and scenarios, and provide test support personnel during developmental and certification testing operations. Provide analysis of post-test data, utilizing NCTSI-owned systems, develop problem statements, and make recommendations concerning testing and certification decisions. ?Global C4I Test and Certification Provide operations and systems interoperability testing of various Navy C4I systems? USMTF and OS-OTG message standard information exchange capability, including validation of information exchange requirements, message formats and content, utilizing NCTSI-owned test tools and analysis equipment. Provide data analysis and make recommendations concerning development and establishment of test sets and plans, procedures and scenarios. Provide support as required during test evolutions. Provide analysis of post-test data, utilizing NCTSI-owned systems, develop problem statements, and make recommendations concerning testing and certification decisions. ?Standards Engineering and Configuration Management for real-time tactical data links Provide analysis and recommendations for development and changes to tactical data link message standards documents, implementation requirements documents and standard operations procedures at the USN, Joint and Allied levels. ?Standards Engineering and Configuration Management for Global C4I Systems Provide recommendations for development and changes to USMTF, OS-OTG and VMF message standard documents, and implementation requirements documents for USN, Joint and Allied levels. ?Infrastructure Support Services Provide analytical and technical support to CNO N62 Navy Requirements Officers in areas of: ATDLS and JTIDS, TBMCS, GCCS, Joint Targeting, and Foreign Releasibility. Perform the actual duties of Navy Requirements Officers when necessary, representing N62 at Service or Joint meetings. Provide engineering, analysis, maintenance and technical services in support of current NCTSI-owned and future test systems, subsystems and related ancillary equipment located in lab facilities and in detachments and mobile test vehicles. Provide administrative support services to NCTSI in support of the technical mission, including word processing utilizing IT-21 software suites as well as other locally produced programs, reproduction, technical library services, local lab LAN support, and other clerical and security support necessary to NCTSI departments. ?Facilities in support of NCTSI Mission: Provide lab facility for development and prototyping of advanced real-time certification and test technology. Provide lab to support analysis of operational data bases, existing data bases and operational support, measuring Link 4, Link 11, Link 16 and Link 22 performance.
