Description
This synopsis shall service as the EOP, Office of National Drug Control Policy's notice of intent to issue a sole source award to Mr. Joseph Keefe for consulting services for a base year of $220,000.00 with one (1) year option for a possible award with option total of $440,000.00. Mr. Keefe meets the components following qualifications to provide these services: The contractor must demonstrate the following: 1. Complete understanding of International and Domestic Drug Control Policy challenges affecting the Southwest Border. 2. Extensive operational Law Enforcement experience at the highest levels with specific emphasis on counterdrug operations at the Federal, State and local levels. 3. Self starter, exceptionally strong work ethic, innovative, consensus builder. 4. Demonstrated diplomatic acumen to engage at the highest levels of USG and GOM law enforcement agencies, including: 4.1 Demonstrated ability to gain consensus among disparate agencies at the highest levels. 4.2 Detailed organizational knowledge of Federal (DEA, CBP, ICE, FBI, ATF), State and local law enforcement agencies, including High Intensity Drug Trafficking Area organizations, with existing established senior-level relationships. 4.3 Detailed knowledge of Government of Mexico law enforcement agencies and already established senior-level relationships, and demonstrated understanding of the operational, political and economic challenges that affect those agencies. 4.4 Demonstrated understanding of American Embassy Mexico City Country Team with strong, established senior-level relationships. 5. In-depth experience in domestic and international intelligence: 5.1 Ability to engage at high levels of USG and GOM intelligence agencies. 5.2 Detailed knowledge of foreign and domestic counternarcotics intelligence organizations at Federal, State and local levels. 5.3 Already established senior-level relationships. 6. Proven facilitator for information exchange process between Federal Law Enforcement Agencies (LEAs) and the intelligence community. Experience serving with DEA?s interagency Special Operations Division preferred. 7. Extensive experience developing National Drug Control Policy. 8. Extensive experience in the following areas: Internal Oversight and Risk Management, Program and Policy Formulation, Operations and Strategic Planning, Program Review and Vulnerability Analysis, Criminal and Administrative Investigation, Resource Management and Allocation. 9. Ability to fuse actionable intelligence and counterdrug operations. 10. Possess a Top Secret security clearance with SCI accesses. A solicitation does not exist and responses are not anticipated.
