- Description
- The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for a firm-fixed price contract. Requirement includes but is not limited to provide all labor, materials, coordination, equipment, and supplies required for the complete removal and replacement of the radial gate(s), to include gate arms (2 per gate), wall plates (2 per gate), floor side sill, and neoprene side seals. Installation of the wall and floor sill plates will require the removal of concrete to create blocked out areas of size one foot-two inches by three inches (1 ft 2 in x 3 in) to allow for the installation and adjustment of new plates with chemical anchor bolts. Existing gates are a nominal seven feet-eight inches (7 ft. 8 in) high by a nominal twenty feet-zero inches (20 ft. 0 in) long each. The existing gate(s) shall not be removed until the new gate(s) are at the project site and during the non-irrigation season, which is between the dates of October 15 and February 15 of any given year. Provide placement of new cables, pins, bolts, rollers, and other appurtenances. Provide new cathodic protection system on each new gate. Coordinate diversion of Rio Grande Flows from each gate location before removing the existing gate and placing the new gate. The project is located in the International Boundary and Water Commission, United States Section, American Dam in El Paso, Texas. Tentative dates for issuing and closing IBM07B0001 are April 24, 2007 and May 24, 2007 respectively. The work under this contract is for a base bid & 1 option bid, base bid is for Gate 1 and period of performance is 90 calendar days. Bid Option 1 is for Gate 2 and 3 and period of performance is 120 calendar days. Total period of performance for both bid items is 210 calendar days from the date of issuance of Notice to Proceed. The estimated price range for this requirement is between $100,000 and $ 250,000. Plans and specifications will be available for inspection, without charge, at the International Boundary and Water Commission, U.S. Section, The Commons, Building C, Suite 201, 4171 North Mesa Street, El Paso, Texas 79902-1441. Request for the bid documents must be in writing. No telephone requests will be accepted. Requests must include business name, point of contact, address, telephone number, fax number, email address, and solicitation number. There will be no charge for the solicitation packet. In order to ensure availability of solicitation, it is requested that requests for the solicitation be received by April 10, 2007. The requirement is 100% set-aside for small business and offers are solicited and will be considered from all small responsible sources. The North American Industry Classification System (NAICS) code for this acquisition is 238120 for Structural Steel and Precast Concrete Contractors. The associated small business size standard is $13.0 million dollars annual average gross receipts for the past three years. A pre-bid conference and site visit will be held. Attendance is highly recommended.
