- NAICS Code: 721110 This is a combined synopsis/solicitation for commercial items prepared in accordance with theFederal Acquisition Regulations (FAR) Part 12: Acquisition of Commercial Items, Subpart 12.6,as supplemented with additional information included in this notice and the Statement of Work (SOW), detailed Instructions to Offerors, and other attachments are available at http://www.epa.gov/oam/srpod/index.htm#solam on or about March 12, 2007. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number RFQ-DC-07-00123, is provide Facilities and Related Services for the United States Environmental Protection Agency (EPA) "Project Officer/ Contracting Officer (POCO) Training Conference" to be held in Albuquerque, New Mexico, July 10-12, 2007. The following FAR provisions and clauses apply to this procurement; 52.212-1, 52.212-2, 52-212-3, 52-212.4, 52.212-5, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232.33. Potential offerors are advised that award can only be made to a Contractor registered in the Central Contractor Registration (CCR) database located at website www.ccr.gov. This procurement is being solicited, offered, evaluated, and awarded using the simplified acquisition procedures in FAR Part 12 Acquisition of Commercial Items. The EPA will award based upon "Best Value" methodology using the following evaluation factors. For this requirement, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The evaluation criteria are as follows: Factor 1. Acceptability. Offeror's ability to conform with the terms and conditions outlined in the SOW. The soundness of the contractor's proposed methodology to accomplish the tasks in the SOW. Factor 2. Suitability. Suitability encompasses all factors that contribute to the conference attendee's comfort and safety and to the overall success of the conference held at the hotel. Evaluation of suitability will be a subjective assessment of the features offered by the hotel. Factor 3. Past performance. Past performance is considered to be the hotel's relevant conference related conference related history, with particular emphasis on timeliness, responsiveness, professionalism, and cost control. The Government reserves the right to obtain past performance information from other sources as well. Factor 4. Price. Price is the total evaluated price. EPA will base total evaluated price on the prices quoted for all CLINs listed in Part I. Factor 5. Green Procurement. Offeror's ability provide products and/or services that demonstrates some level of commitment to conserving natural resources by applying environmentally sustainable principles in the meeting and convention industry.
