Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Beckman Coulter Inc. of 4300 N Harbor Blvd, Fullerton CA 92834, to procure a General Use Capillary Electrophoresis Instrument. The equipment will be used in NIST Chemical Science and Technology Laboratory to analyze a variety of types of analyte molecules using a variety of different techniques. Sole source determination is based on the need for a general use, liquid cooled, instrument that can accept large diameter capillaries and/or high conductive buffers. Beckman Coulter Inc. is the only known vendor capable of meeting the requirement. The North American Industrial Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider responses received by March 23, 2007. A determination by the Government not to compete the proposal acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
