- In accordance with FAR Part 12, Acquisition of Commercial Items, the National Library of Medicine (NLM) intends to procure professional services to assist in the overall editorial review and production of articles for NLM?s quarterly productions (NIHMedlinePlus and NEWSLINE) and other outreach materials for health professionals. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) Code is 541990 with a small business standard of $6.5 million. The period of performance is from the date of award for a period of one year with three (3) one year options. The place of performance will include NIH and offsite (including contractor facility). Background The Office of Public Information is actively involved in responding to the 1987 Congressional mandate ?...to develop outreach programs aimed at the transfer of the latest scientific findings to all health professionals...in rural communities and other areas, and, to publicize the availability of its products and services...? In response to this charge, the NLM?s OCPL would like to acquire the services of a contractor to assist in the overall coordination and production of NLM?s quarterly publications and other outreach materials for health professionals and the public. Purpose and Task Description The purpose of this procurement is to promote NLM and NIH?s work and activities to health professionals and the public. Specifically, NLM has identified the need for a contractor to assist in the overall editorial review and production of articles for NLM?s quarterly productions (NIHMedlinePlus, and NEWSLINE), and other outreach materials for health professional and the public. Specifically, the NLM is seeking the assistance of a contractor to: 1) Prepare and edit articles for inclusion in NLM quarterly publications, NIHMedlinePlus and NEWSLINE; 2) Prepare and edit biographies of women physicians nominated by congressional representatives for inclusion on NLM?s Local Legends web site, as needed; 3) Research, draft, revise, and prepare podcasts for use by the NLM Director in his weekly podcast; 4) Coordinate the development, drafting, revision, technical review, and fact-checking of conference proceedings as requested by OCPL staff; 5) Participate in twice-weekly conference call meetings of NLM OCPL staff, and contractors involved in producing the magazines and other outreach materials prepared by OCPL; 6) Act as liaison with contract writers, information sources, NLM and NIH staff and others to ensure the efficient review, revision and approval of editorial material for NIHMedlinePlus quarterly publication; 7) Contribute ongoing editorial and design oversight to ensure the highest quality publication of OCPL outreach materials; 8) Write and produce NLM promotional materials as requested by OCPL staff. Evaluation Factors The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: A. Technical Merit. Quality and clarity of approach to accomplish the objectives of this statement of work. Evidence of ability to accomplish the specific tasks described. A writing sample (not to exceed 500 words) to be included. (50 points) B. Personal Merit. Qualifications, experience, and availability for project must be demonstrated in proposal. A resume should be included that documents previous pertinent experience and references. (25 points) C. Organizational capability, experience, and commitment. Evidence of organization capability to complete projects. Is the offeror familiar with the NIH and NLM structure and subject matter?
