Description
THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMNT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought announcement looking for small business concerns that can demonstrate that they have experience and capabilities to perform the tasks within the following statement of work. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) in the future. Under the RFP, offerors shall conduct two separate rigorous, multi-site impact and implementation evaluations utilizing random assignment of a large number of schools. The project will assess the impact of (1) abstinence education curricula and (2) comprehensive sex education curricula. The specific goal of this project is to determine the effectiveness of these approaches in achieving key outcomes, including reduction and prevention of pregnancies and sexually transmitted diseases. Other key outcomes of interest include age at first sex, frequency of sexual intercourse, and number of individuals who postpone sexual intercourse through adolescence. This will be accomplished through the conduct of an impact evaluation based on a large number of schools (estimated 80 total) randomly assigned to treatment and control conditions. The evaluation will span approximately 9 years and will involve: longitudinal tracking and annual data collection with approximately 10,400 students over a period of 7 years (starting in grade 6 and continuing through grade 12); qualitative data collection at each of the 80 study schools; close program performance monitoring and feedback; and quantitative data analysis and reporting. IN RESPONDING TO THIS SOURCES SOUGHT ANNOUNCEMENT, SMALL BUSINESS CONCERNS MUST SUBMIT WRITTEN CAPABILITY STATEMENTS THAT ADDRESS THE FOLLOWING REQUIREMENTS: Have staff who possess the following knowledge, skills, and abilities: (1) academic training and experience in the conduct of evaluation, specifically impact evaluation based on the use of random assignment; (2) experience and ability to implement large scale field experiments involving establishment of appropriate points of random assignment and monitoring of random assignment in the field to ensure sample integrity; (3) corporate and staff experience and ability to conduct on-site evaluation research in education or social service settings and successfully negotiate with program staff; (4) experience and ability to manage and monitor program operations and evaluation issues in multiple sites across states simultaneously; (5) knowledge and experience with computerized data collection technologies; (6) knowledge and experience in fielding large surveys in multiple sites; (7) knowledge and experience collecting longitudinal data that follows youth over extended periods of time; (8) knowledge and experience in developing survey instruments with behavioral questions that are age appropriate for youth; (9) experience collecting, processing and analyzing large quantities of data; (10) knowledge of research in abstinence education, comprehensive sex education, STD/HIV prevention education and other related topics; (11) ability and experience analyzing technical information from program implementation, effectiveness and impact analyses and writing in non-technical, clear language; and (12) experience presenting project information to local, state, and federal staff. THE TASKS UNDER THE PROPOSED PROJECT WILL INCLUDE: implementation of an evaluation design that includes random assignment of schools to specific curricula; project management and oversight of evaluation in multiple sites across the country; the development and translation to audio computer assisted survey technology of survey instruments that meet OMB approval; conduct of impact analyses; conduct of program effectiveness and implementation analyses that document the operational experiences of participants and program staff and help interpret the impact findings; development and delivery of public use data files for the program effectiveness and impact studies; the conduct of briefings. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). Responses are requested not later than March 22, 2007. Capability statements will not be accepted after the due date. Page Limit is 25 pages.
