Description
INFORMATION ANNOUNCEMENT The United States Department of Labor (DOL) hereby extends the proposal response date for a Multiple-Agency-wide A-76, Standard Competition for the Mine Safety and Health Administration (MSHA) and the Occupational Safety and Health Administration (OSHA) of the Program Support Services functional area ( a component of the other Non-Manufacturing operations Study mission area) for the Professional and Technical Support. This competition involves DOL Agencies MSHA (27 FTE) and OSHS (16 FTE) at locations across the United States. Approximately 43 Full time Equivalent (FTE) positions are currently included in the scope of the competition universe that includes employees in Washington, DC and nine (9) states (including VA, IN, OH, KY, PA, AL, CO, and IL). Occupations included in the study are Mining Engineer, Civil Engineer, Electric Engineer, Mechanical Engineer, Structural Engineer, Electronics Engineer, and Electronic Technician. This competition was originally announced under a Sources Sought notice(LBU-2 Scientific and Technical Services)on January 18, 2007. Distribution of the Request for Proposals (RFP) that included the Performance Work Statement (PWS) was made on February 16, 2007 to all offerors who responded to the January 18, 2007 announcement. In order to increase competition on this action and to allow time for the preparation of proposals, the due date for the receipt of proposals is hereby extended until April 30, 2007, 3:00 PM EDT. The PWS and all attachments are attached to this announcement. No documents will be distributed other than through FedBizOpps. This is a Standard Competition under OMB Circular A-76 with a 12 month period of competition that is anticipated to end on June 28, 2007 unless a six month extension is necessary. The intent of the competition is to determine the most efficient and cost effective method of performing the subject services. This notice does not constitute a commitment by the Government. The competition will determine whether these services should be performed under a contract with commercial sources or by the Government under the Agency Tender Offer. A Government proposal to provide these services is being developed and a contract may or may not result from the RFP. The NAICS Code for this procurement is 541990 ? All Other Professional Scientific, and Technical Services. The Competitive Sourcing Official for this competition is Patrick Pizzella, the Contracting Officer is Irving McCrae (MSHA); the Agency Tender Officials for MSHA and OSHA, respectively are Kevin Stricklin and Dennis Sprouse. Proposals (technical and cost) must be received by the Contracting Officer no later than April 30, 2007, 3:00 PM EDT. Electronic proposals will not be accepted. All questions concerning this announcement must be submitted in writing to the Contracting Officer and received no later than April 6, 2007, 3:00 PM EDT.
