Description
This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is a Request for Quotation (RFQ), Solicitation No. DTFH70-07-Q-00008, being issued by the Federal Highway Administration, Simplified Acquisition Department with an intent to procure steel pipe culverts and pipe bands to be delivered on or about May 1, 2007 to Hemlock Bay, Alaska. This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code is 331210 with an industry size standard of 1,000 employees. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming with the solicitation will be most advantageous to the Government. ITEM 1: 600 mm (2 ft) diameter Steel pipe culvert, minimum thickness 2.01mm QUANTITY: 134 meters; ITEM 2: 600 mm (2 ft) Steel pipe bands, annular QUANTITY: 18 each; ITEM 3: 900 mm (3 ft) diameter Steel pipe culvert, minimum thickness 2.01 mm QUANTITY: 24 meters; ITEM 4: 900 mm (3 ft) Steel pipe bands, annular QUANTITY: 3 each; ITEM 5: 1500 mm (5 ft) diameter Steel pipe culvert, minimum thickness 2.01 mm QUANTITY: 122 meters; ITEM 6: 1500 mm (5 ft) Steel pipe bands, annular QUANTITY: 3 each; ITEM 7: 1800 mm (6 ft) diameter Steel pipe culvert, minimum thickness 2.01 mm Quantity: 55 meters ITEM 8: 1800 mm (6 ft) Steel pipe bands, annular QUANTITY: 8 each; Contractor/vendor will submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items with their quotation. The following factors shall be used to evaluate offers: price and ability to meet delivery date. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
