Description
SOURCES SOUGHT ARMY FACILITIES COMPONENT SYTEM (AFCS) TECHNICAL SUPPORT, MAINTENANCE AND DESIGN FOR THE U.S. ARMY CORPS OF ENGINEERS (USACE) Huntsville, AL 35816 This Sources Sought (SS) is issued by Corp of Engineers Huntsville Support Center (CEHNC), will be used to provide information to assist the Government in determining the industrys ability to meet anticipated requirements, determine whether the required s ervices are available commercially and the availability of competition. In accordance with FAR 19.501, responses to the SS will also be used to assist the Contracting Officer in determining a specific small business set aside to meet the agencys needs. In accordance with FAR 15.201, responses to this (SS) shall not be considered an offer and shall not be accepted by the Government to form a binding contract. The information received from the sources sought will enhance the Governments ability to obtain quality supplies and services at reasonable prices and increase efficiency in acquisition planning, market research, proposal preparation and evaluation, negot iations and contract award. The information received will be used to determine the availability of competition. The estimated dollar value for this contract award is $9 million dollars. The contract period is for one base year and four option years. The NAICS code for this procurement is 541512-Computer Systems Design Services. The business size standard is $23 million. The Government strongly encourages all potential offerors/interested parties to identify in detail their ability to satisfy the Governmen ts requirements as set forth below. SECTION 1  GENERAL INFORMATION Services to be provided include, but are not limited to: (1) The development, conversion, and revision of drawings, bill of materials (BOM), Labor and Equipment Estimates (LEE) and construction process management estimates for a variety of facilities and i nstallations in Army contingency operations; (2) Input of drawings, bill of materials (BOM), Labor and Equipment Estimates (LEE) and construction process management estimates into the AFCS32 database; (3) Revision and maintenance of Army Facilities Compone nt System (AFCS) standards technical manual (TM); (4) Analysis of Theater of Operations (TO) Army Construction and facility requirements and preparation of criteria and plans for updating AFCS, AFCS32 designs and TOGS to satisfy those requirements and (5) Preparation of AFCS and AFCS32 drawings using Computer-Aided Design techniques and provision of digitized drawing in AFCS and AFCS32 input format. Award of this contract shall not limit the Governments authority to secure similar AFCS/TCMS related suppo rt from other contract sources. SECTION 2 SPECIFIC TASKS Notification and Disclaimer: The following tasks provide a general description/synopsis of the types of services required by the Government. Design Development. Development of new AFCS designs and the incorporation of those designs into the AFCS Design library. The contractor shall provide all computer hardware, computer software and personnel to comply with the requirements per each task ord er. Supporting Design Data. Specific task will require the contractor to provide assistance in the development of AFCS supporting design data to include but not limited to: bill of materials, labor and equipment, estimates, construction schedule, 3-D models an d 3-D Animation. Update and Maintenance. The contractor shall provide support for the update and/or maintenance of the AFCS Design library. The contractor shall provide all computer hardware, computer software and personnel to comply with the requirements per each task o rder. Design Documentation. Based upon the complexity of the task order, i.e. the development of design documentation maybe required, the contractor may be tasked to develop and/or update design documentation. This documentation will typically contain informat i on about the specific AFCS designs and a general synopsis of how the design is planned to operate. Key Personnel. The Contractor shall provide a minimum of seven key personnel. The key personnel are: Project Manager, CAD Drafter Sr., CAD Drafter, Engineer (Structural/Civil), Design Engineer (Structural/Civil/Electrical/Architectural) Sr., Design Engi neer (Structural/Civil/Electrical/Architectural) and Data Technical Support. All key personnel must be full time members of the Contractors staff. During the duration of the contract, no changes in key personnel will be made without the written approval from the Contracting Officer. The years of experience included within the criteria as set forth below for all key personnel are considered concurrent, any years shown for specialized experience are not in addition to the time for general experience. Edu cation considerations are in addition to general and specialized experience. Program Manager: Desired Education/General Experience Requirements: Should have a Bachelors degree and a minimum of 7 years of experience in project management or 10 years of pr oject management experience. Familiar with a variety of project management concepts, software, practices and procedures. Functional Responsibility: Responsible for the coordination and completion of projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, monitors, and summarizes progress of project. Relies on extensive experience and judgmen t to plan and accomplish goals. Performs a variety of tasks while leading and directing the work of others. A wide degree of creativity and latitude is expected. Engineer (Structural/Civil): Desired Education/General Experience Requirements: Should have a Bachelors degree in engineering and at least 8-10 years of experience in the field of construction. Demonstrates expertise in a variety of the fields concepts , practices, and procedures. Holds a current Professional Engineer (PE) Certification issued by any of the 50 States PE Certification Boards. Functional Responsibility: Provides expert consultation in one or more areas of construction engineering for the creation, design and development of technical products. Recognized as a technical leader and resource. Recommends and makes alterations and enhancements to improve the quality of products. Creates, modifies, and enhances designs from concept to final product. Responsible for all activities and product development. Relies on extensive judgment to plan and accomplish goals. Performs a variet y of tasks. May provide consultation on complex projects and is considered to be the top level contributor/specialist. May direct and lead the work of others. A wide degree of creativity and latitude is expected. Senior Design Engineer (Structural/Civil/Electrical/Architectural): Desired Education/General Experience Requirements: Should have a Bachelors degree in engineering or 12-16 years of experience as a Military Construction Engineer. Has knowledge of commo nly used concepts, practices, and procedures within a particular engineering field. Functional Responsibility: Designs new products and makes improvements to existing products. May evaluate products or processes for efficiency and reliability. Work with other members of the engineering staff to ensure that production is completed in a t imely manner. Relies on instructions and pre-established guidelines to perform the functions of the job. May direct and lead the work of others. A wide degree of creativity and latitude is expected. Design Engineer (Structural/Civil/Electrical/Architectural): Desired Education/General Experience Requirements: Should have a Bachelors degree in engineering or 8-12 years of experience as a Military Construction Engineer. Has knowledge of commonly used concepts, practices, and procedures within a particular engineering field. Functional Responsibility: Designs new products and makes improve ments to existing products. May evaluate products or processes for efficiency and reliability. Work with other members of the engineering staff to ensure that production is completed in a timely manner. Relies on instructions and pre-established guideli nes to perform the functions of the job. Works under immediate supervision. Senior CAD Drafter: Desired Education/General Experience Requirements: Should have an Associates degree in CAD and at least 8 years of experience in the field or 14 years experience in both 2D and 3D CAD modeling. Familiar with a variety of CAD concept s, practices, and procedures. Functional Responsibility: Transforms initial rough product designs using computer aided design (CAD) into working documents. Reviews engineering drawings and designs to ensure adherence to established specifications and standards. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated CAD tasks. May direct and lead the work of others. A wide degree of creativity and latitude is expected. CAD Drafter: Desired Education/General Experience Requirements: Should have an Associates degree in CAD or 4 years of experience in both 2D and 3D CAD modeling. Familiar with a variety of CAD concepts, practices, and procedures. Functional Responsibili ty: Transforms initial rough product designs using computer aided design (CAD) into working documents. Reviews engineering drawings and designs to ensure adherence to established specifications and standards. Relies on experience and judgment to plan an d accomplish goals. Performs a variety of complicated CAD tasks. A wide degree of creativity and latitude is expected. Data Technical Support: Desired Education/General Experience Requirements: Should have an Associates degree in Data Management or 1-3 years of experience in the field of database management. Has knowledge of commonly-used concepts, practices, and proced ures used within computer databases. Functional Responsibility: Inputs, modifies, reviews, analyzes, and evaluates information within a computer database. Relies on instruction and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary j ob functions do not typically require exercising independent judgment. Responses should clearly describe your firms ability to meet the Governments requirements and past performance information for applicable projects such as: number of years experience and area(s) of expertise. All responding small businesses must identify if they are listed in the CCR as a: small disadvantaged business, 8(a)concern, women-owned small business, historically underutilized business zone (HUBZone), service disabled veteran-owned small business, or q ualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. All interested parties shall submit information on official company letterhead.
