Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request For Quotes (RFQ). SCOPE: The Contractor shall furnish two (2) valve actuators for the juvenile fish collection channel dewatering valves at McNary Lock and Dam. The new actuators will replace existing actuators t hat are malfunctioning. The actuators are essential in the juvenile fish bypass system at McNary Dam. These units are used to dewater the collection channel for maintenance and normal operation. The associated North American Industrial Classification Syst em (NAICS) Code for this procurement is 332912 with a small business size standard of 500 employees. This requirement is small business set-aside and only qualified offerors may submit quotes. Submit quotes to Army Corps of Engineers, Contracting Divisio n, 301 N. 3rd, Walla Walla, WA 99362. Please include Reps and Certs documents with the quotes (FAR 52.212-3). All quotes are due by 20 March 2007, 1:00 pm. PDT. Shipping FOB Destination shall be Umatilla, OR 97882. McNary Lock and Dam require the follo wing items, or approved equal: Line Item 0001: 2 each, Valve Actuator, SYSTEM REQUIREMENTS OF THE ACTUATORS: the ACTUATORS shall be EIM Model No. 2GNG-1, Serial No. 044635A or approved equal: COMPOSITION: weatherproofed to NEMA 4 and be submersible to NEMA 6; explosion proof. MECHANICAL : The actuators shall have a mechanical dial position indicator. The actuators shall be supplied with a blank drive nut. ELECTRICAL: The actuators shall have a duty cycle of at least 15 minutes. The actuators shall be powered with 208 VAC, 3 phase, 60 HZ. The actuators shall be capable of being operated remotely; Line Item 0002: 2 each, Spare Drive Nut, SYSTEM REQUIREMENTS OF THE SPARE DRIVE NUTS: The Contractor shall provide a spare blank drive nut for each actuator. The spare drive nut shall be constructed of the same material as the drive nuts provided with the actuators; Line Item 0003: 2 each, Stem Cover, SYSTEM REQUIREMENTS OF THE STEM COVER: The Contractor shall provide a clear stem cover for each actuator. The stem covers shall be 36 inches long and shall have a cap on top and a screw type connection at the actuator; and Line Item 0004: 4 each, O & M Manuals: Four complete copies of the Operation and Maintenance Manual will be required for the system. The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, and warranty of the systems. They shall also include diagrams listing all system components, part numbers, and a list of recommended spare parts. Also included shall be the name, phone and fax numbers, and email address of the manufacturer, and a distributor where s pare parts can be purchased. WARRANTY: The system shall be covered for a minimum of one-year warranty on all parts, labor, and workmanship from factory defects. SUBMITTALS: Prior to award of an approved equal, submittals shall be approved by the McNary Lock and Dam POC, Ryan Bliss (541.922.2284). Submittals shall include a copy of system drawings, manufacturers catalog cuts, O & M manual, specification sheets, and warranty. SHIPMENT AND DELIVERY: Delivery will be made FOB Destination no later than 6 weeks from notice of award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam. Shipments are only allowed during normal business hours of Monday  Thursday 7:00am to 3:30pm. All shipments shall be delivered to: McNary Lock and Dam, 82790 Devore Rd., Umatilla, OR 97882. EVALUATION: Award will be made to the Lowest Priced Technically Acceptable Offeror. PROVISIONS AN D CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors  Commercial Items, FAR 52.212-3, Offeror Representations and Certifications  Commercial Items. The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions  Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders  Commercial Items, the referenced clauses: 52.219-6, 52.219-8, 52.222-3, 5 2.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, 52.232-33.
