- This notice is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format in Subpart 13. The National Heart, Lung and Blood Institute (NHLBI) Office of Acquisitions (OA) on behalf of The National Institute Arthritis and Musculoskeletal and Skin Diseases (NIAMS) has prepared a combined synopsis/solicitation for commercial items prepared in accordance with format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on NHLBI-PB-AR-2007-086-RCO. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 721110 and the size standard is $6.5 The National Institute Arthritis and Musculoskeletal and Skin Diseases (NIAMS) have a requirement for meeting/conference space for an annual Intramural Research Program Scientific Retreat for the scientific staff and fellows. The NIAMS Intramural Scientific Retreat is scheduled for May 30-31, 2007 and fulfils the conference/meeting criteria for training under the government Employees Training Act (5 U.S.C. 410.404). This training conference is for research fellows of the intramural research program to be in an intimate and reflective atmosphere to foster interaction, exchange of ideas and group cohesiveness. This training is an annual program to keep intramural scientist abreast of recent scientific advances and techniques with the institute to enhance their own research and encourage collaborations among scientists, and to stimulate initiatives that will translate from basic to clinical research. The NIAMS Intramural Research Program conference will consist of an intense two day which includes one late evening session. The NIAMS fellows have tapped into cutting-edge research being performed here at the National Institutes of Health. Dates: May 30, 2007 Registration will begin at 7:00 a.m. and the last session will end at 11:00 p.m. May 31, 2007 Registration will be at 7:00 a.m. and the last session at 3:00 p.m. Location: Space/Conference Center The facility must be within .25 mile walking distance to public transportation and no more than ten minutes from the NIH Campus (9000 Rockville Pike, Bethesda, Maryland 20892). The conference room and poster room must be available May 30-31st, 2007 and can accommodate 210 participants. Type of Facility: Space must include a general session conference room with dining room and other common areas for informal interactions in a self-contained building. It must be large enough (size and configuration) to create an overall informal, intimate atmosphere to foster interaction, exchange of ideas and group cohesiveness and to ensure minimal distractions from non-retreat persons for our 210 participates. Dining facility: Conference space must accommodate group seating for lunch and dinner on 5/30/07 and lunch on 5/31/07. During scheduled a.m. and p.m. breaks light refreshment will be served; space to be determined by contractor. Meals must be in dining room setting and may be served by buffet, but not cafeteria style. Meals must include a variety of health conscious meals, including vegetarian option. COST OF MEALS MUST BE INCLUDED IN THE QUOTED PRICE. Audio Visual Equipment: A poster session is planned on the first day as an introductory for the scientific researchers to exchange views on critical findings. The conference space must accommodate 210 participates and provide one (1) dedicated audiovisual technician for the two day and evening sessions. Conference support: Provide logistical and technical support such as registration, A/V support, name tags, tent cards, 4 channel microphone mixer, podium, 9X12 projection screen (house or tripod), and LCD projector. The Government intends to make a best Value buy to the responsible offeror whose offer is most advantageous to the government. The quotations will be evaluated by the following criteria: (1). Adequacy of Facility: (35 points) conference facilities, dining, location/setting. (2). Date/Time: (35 points) 5/30/07 from 7am-11:00pm; 05/31/07 from 7am-3:00pm (must meet the specific dates and times). (3). Past Performance: (15 points) three (3) similar functions in the past 3 years. (4). Accessibility of hotel staff: (15 points) conference support and audio-visual technician.
