The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: May 2007 - May 2008 7. PLACE OF PERFORMANCE: Brasilia, Brazil 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Law Enforcement Advisor (LEA) will work under the direction of the Director, Narcotics Affairs Section (NAS) Brasilia and Embassy Brasilia in coordination with various Washington-based offices to develop and implement U.S. foreign policy directives. Background NAS manages police programs in Brazil totaling over $6 million in FY 2006. The management of this complex program requires a competent coordinator with significant domestic and international policing expertise that can monitor and troubleshoot all aspects of the program. The program is currently being extensively re-designed, thus this position requires significant experience in a wide range of law enforcement issues, as well as the ability to work with diverse law enforcement entities and political offices. The position will develop and implement basic and advanced programs that improve the capacity of the Government of Brazil (GOB), the Brazilian Federal Police (DPF), the National Public Security Secretariat (SENASP), and Brazilian state and local authorities to respond to the threat of drug trafficking and other forms of transnational crime, such as weapons trafficking, money laundering, organized criminal gangs, and trafficking in persons, as well as maintaining control over prison populations. The LEA will serve as an expert advisor on all of these matters to the NAS Director and the DPF, SENASP, and state and local authorities. The LEA will assist in the development, coordination and implementation of recommendations for management reform and will provide technical assistance to the DPF special investigation units. The LEA will be responsible for program coordination including design, development, planning, implementing, monitoring, budgeting and evaluation of NAS projects. In this capacity, the advisor will independently conduct negotiations with host-country officials and evaluations of programs, including coordination with Drug Enforcement Administration (DEA) and the U.S. Military Group. The advisor will report to the NAS Director and will be responsible for the training of GOB personnel and others as determined by the NAS Director. General Program Description The NAS LEA will provide advice and assistance to the NAS/Brazil Director to ensure the successful re-programming and implementation of U.S. foreign assistance programs in Brazil. NAS Brasilia is responsible for designing, coordinating and implementing U.S. foreign assistance programs designed to assist Brazilian law enforcement authorities. Program activities include, but are not limited to: Federal Police airport interdiction activities Federal Police Special Investigative Units Rio and Sao Paulo police training DPF Joint Intelligence Centers (3) to be located on Colombian, Bolivian, and Paraguayan Borders Combating gang activity, especially in Rio and Sao Paulo Level of Effort This is a one-year contract, based in Brasilia, Brazil. The position is full-time, with a maximum of 50 hours per week. Relationships Contractual Relationship - The LEA will report directly to the NAS Director at Embassy Brasilia, Brazil. The NAS Director shall act as the Contracting Officer's Representative (COR). The LEA has indirect responsibility for the training of GOB police and other personnel, in accordance with the anticipated NAS-supported projects s/he will design and oversee. Frequent briefings and other contact with high-ranking Brazilian law enforcement officials are required in order to coordinate policy and program activities. The Contract Administrator shall be the Contracting Officer, INL/RM/MS. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of the LEA's performance under the contract, including acceptance of progress reports, when appropriate. The COR will coordinate all work with the LEA and will review his/her performance at regular intervals. In no instance, however, shall the COR be authorized to alter or modify the specifications or the Contract terms and conditions or waive the Government's requirements, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, by the Contracting Officer. Reports, Requirements & Distribution The LEA shall prepare regular reports concerning the status of each project and shall include significant events and outline any problems, submitting these reports to the NAS Director. The LEA shall make additional oral and written reports to the NAS Director as required. The LEA shall prepare a ?Completion of Assignment Report? which shall be a comprehensive review of the projects in which the LEA was involved. The report shall include a critique of and recommendations for the projects. The Completion of Assignment Report is due no later than 15 days prior to the expiration of this contract. Travel ? Frequent travel is required to various areas within Brazil to coordinate and assist with the successful implementation of the programs cited above. Position Elements ? Serves as Embassy Brazil?s senior technical police expert and strategist in formulating policy recommendations related to the development and implementation of an effective law enforcement program in Brazil. ? Serves as the primary advisor to the NAS Director with respect to these programs and initiatives. ? Plays a leading role in coordinating international participation in these programs and coordinates USG efforts and implementation with the Brazilian Government to expand the capacity of the civilian police force, aimed at combating domestic and transnational crime and developing closer regional law enforcement cooperating within the country as well as with other countries in the region. ? Where necessary, monitor and coordinate NAS contractor activities related to GOB operations in counter-narcotics efforts and help to advance the USG?s agenda in implementing appropriate measures in government and private sectors. ? Conducts ongoing program dialogue with host country government officials to ensure broad political and financial support for these programs. ? Assists NAS in carrying out appropriate statutory and regulatory responsibilities relating to these areas of responsibility to ensure attainment of USG objectives. ? Provides Embassy Brasilia with current analysis and up-to-date information on issues relating to the development of police programs and the integration of the international efforts for an effective law enforcement program for Brazil. Draft routine reports and cables detailing pertinent activities relative to the overall law enforcement mission. ? Serve as Control Officer for designated visiting U.S. officials; draft written schedules of events for the visiting official(s) and coordinate all activities and required support with proper internal and external post personnel. Minimum Requirements ? US Citizenship. ? 10 years experience in U.S. domestic law enforcement, with specific experience dealing with senior political officials at the local, state or national level. ? Bachelor?s Degree from an accredited educational institution or equivalent (i.e. Associate?s Degree with 5 years? relevant experience) in a related field, such as Police Science, Business Administration, or Program Management. ? 2 years relevant experience developing and implementing law enforcement programs ? Experience working with foreign law enforcement agencies in a training or advisory capacity. Ability to obtain DOS-approved medical clearance and security clearance at the secret level. ? Ability to conduct effective professional communication in spoken and written Portuguese and/or Spanish. (Equivalent to Dept. of State S3/R3) ? Excellent oral and written English communication skills. Preferred Knowledge and Abilities ? Specific experience developing law enforcement programs to combat gangs, control prison populations, combat narcotics or weapons trafficking. ? Knowledge of law enforcement program development in an international environment. ? Superior negotiation and interpersonal skills. Special Instructions to Offerors The successful candidate will have the skills, experience, and ability to: ? Assist in recommending and implementing U.S. foreign policy objectives. ? Develop and implement law enforcement programs to combat gangs, control prison populations, and combat narcotics or weapons trafficking. ? Work effectively under pressure, within short time constraints, and during times of rapidly developing events. ? Negotiate, communicate, and coordinate with the various entities (e.g. Brazilian police and equivalent of the DEA) to develop effective and complimentary U.S. action plans and programs. Evaluation Criteria ? Demonstrated ability to develop, coordinate and implement law enforcement programs to combat gangs, control prison populations, combat narcotics or weapons trafficking. (35 points) ? Demonstrated ability to communicate and work effectively with local, state and federal law enforcement; and local, state and federal government officials to develop law enforcement programs and to further law enforcement program goals and objectives. (20 points) ? Ability to conduct effective professional communication in spoken and written Portuguese and/or Spanish. (Equivalent to Dept. of State S3/R3) (20 points) ? Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) ? Demonstrable knowledge of U.S. foreign policy regarding the training, equipping, and continued development of the foreign police services, functions and institutions. (10 points) COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
