- This modification is intended to re-publish the synopsis. Multiple Award Task Order Contract Indefinite Delivery Indefinite Quantity contracts (MATOC) Emergency Repair and Permanent Repair support for multiple road and bridge construction projects. RESTRICTED TO 8(a) FIRMS DOING BUSINESS IN THE DESIGNATED AREA PURSUANT TO THE ROBERT T. STAFFORD ACT AND 8(a) FIRMS WITH BONA FIDE OFFICES IN WASHINGTON STATE AND OREGON STATE AS DESCRIBED BELOW: Competition for this procurement is limited to eligible 8(a) firms located in Washington State and Oregon State, and 8(a) participants in good standing, serviced by a SBA office outside of Washington State and Oregon State, but having a Bona fide branch office in Washington State and Oregon State. THIS SOLICITATION IS OFFERED AS A FULL 8(a) SET ASIDE. Western Federal Lands Highway Division (WFLHD) intends to award at LEAST three (3) MATOC contracts utilizing the Lowest Price Technically Acceptable selection process. The IDIQ contracts will be for a period of three years. All work will be ordered by firm fixed price task orders. Task Orders will vary in anticipated size ranging from $25,000.00 to $5,000,000.00. The total dollar value of all task orders placed on all contracts awarded will not exceed the total MATOC ceiling of $20 Million. The REQUEST FOR PROPOSAL (specifications) and OFFERORS PACKET will be available in electronic format only. Plans may be available in both paper and electronic format. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
