- The Department of Veterans Affairs, VHA/VISN 11, is seeking an integrator to provide ready-to-use turnkey SONET service to include initial installation, preventive and remedial maintenance plus continuing service on an OC12 or OC3-based fiber optic network linking the hospitals of VISN 11 together with the VA's contracted service providers with support for all DS3/DS1 services. The seven (7) sites involved in the effort are Ann Arbor, MI, Battle Creek, MI, Detroit, MI, Saginaw, MI, Marion, IN, Indianapolis, IN, and Danville, IL. The successful offeror will be required to maintain a physical presence within a radius of 25 miles of each site. The successful offeror will be required to furnish detailed drawings of all installed equipment, functional diagrams, a listing of all equipment with related serial numbers and two trained, industry-certified telecommunications technicians at each site. Network maintenance must be available 24 hours/day, 7 days a week for the entire contract term. A material part of the RFQ is each offeror must be presently capable of providing both the installation and the subsequent recurring services across all seven sites for the entire contract term. Subcontracting, at any tier, of either the initial installation or subsequent services is not permitted. Offerors who can only perform a fraction of the entire service set will be determined technically unacceptable and removed from further consideration. Some initial non-severable build-out at each of the seven sites is anticipated. Consequently, provisions and clauses implementing the DAvis-Bacon Act, the Copeland Act and the Contract Work Hours and Safety Standards Act will apply to the build-out portion of any resulting contract. The Service Contract Act of 1965 will apply to the remaining portion of the contract work. The solicitation will be issued and structured using a combination of both FAR Part 12 and FAR PArt 13.5. Solicitation to issue and available for viewing and downloading on or about 3/26/07. Offerors are responsible for monitoring either VA-BOS or FEDBIZOPS for any subsequent amendments to the RFQ.
