Description

This Solicitation is for two installations, Fort Jackson, SC, and Fort Gordon, GA. Description: The Southern Region Contracting Center-East, Fort McPherson, Georgia, intends to solicit offers in response to Request for Proposal (RFP) W911SE-07-R-0015 for two separate suites for Design/Build Construction with A&E and Construction services to be covere d under Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contracts (MATOCs). One suite is in support of the Directorate of Logistics and Engineering, located at Fort Jackson, South Carolina, and one suite is in support of the Directorate o f Public Works & Logistics, located at Fort Gordon, Georgia. The requirement at Fort Gordon, Georgia, includes Lake Thurmond, Leah, GA. The awards will result in two suites of contracts using contactors that fall into the Small Business Categories of 8(a ), HUBzone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and straight small business concerns. Typical projects for Ft. Jackson, SC, and Fort Gordon, GA, include a wide variety of maintenance, repair, replacement, renovation, minor c onstruction (including asbestos and lead-base paint abatement), restoration or modernization of a wide variety of facilities, and tasks to include, but not limited to planning, design and installation/construction of the following systems: HVAC, plumbing, electrical, elevators, building envelope, fire protection, anti-terrorism/force protection (AT/FP), or total renovation. Upon receipt of a Task Order, the Contractor shall provide all labor, materials, supplies, parts (to include system components), super vision, equipment, and related services (except when specified as Government furnished), to perform the work as specified. Some Architect-Engineering Services related to maintenance, repair, and construction may be required. The awarded contracts will co nsist of a Base Period of twelve (12) months with four (12) twelve month Option Periods. Total contract period, to include all options, shall not exceed five (5) calendar years. The applicable North American Industry Classification System (NAICS) code is 236220. The Small business size standard is $31,000,000.00 annual receipts for the past three years. Task orders for Fort Jackson, SC, and Fort Gordon, GA, will range in price from $2,500.00 to $3,000,000.00. Fort Gordon, GA, will have a minimum guaran tee per year of $10,000. Fort Jackson, SC, will have a minimum guarantee per year of $25,000.for Fort Gordon, SC. The overall total magnitude for this requirement to include all Task orders awarded is between $100,000,000 and $250,000,000 over the five-y ear period. The Government intends to award two separate suites, with each suite consisting of a maximum of three (3) individual MATOC contracts, providing a sufficient number of qualified contractor proposals are received. Awards will be made to those of ferors, who submit proposals that are technically highly qualified with a fair and reasonable price. There will be a scheduled site visit for this requirement that will be announced in the solicitation. A test project for both locations will be used for pricing purposes. This RFP will be issued in electronic format only and will be available on or about 28 March 2007 on Army Single Face to Industry (ASFI) or Federal Business Opportunities (FedBizOps) websites.
