Announcement No. A1940-07-0027, National Park Service, Northeast Regional Office, Philadelphia, PA intends to negotiate a sole-source contract with Main Attractions of Edison, New Jersey to provide Temporary Security Screening Facilities for visitors to the Statue of Liberty National Monument, New York, NY. The proposed contract will be issued on a firm fixed price basis and will consist of a base year and four (4) one-year priced options. The base year of the proposed contract will run from June 1, 2007 through September 30, 2007. All remaining options will run on a fiscal year basis. The options, if required, would be exercised at the sole discretion of the National Park Service. The proposed commencement date for this effort is June 1, 2007. There are four (4) screening facilities to be covered under this effort - a 5,000 square foot tent housing six (6) screening stations located at the Battery Park debarkation point in Manhattan; a 3,680 square foot tent housing three (3) screening stations at the Liberty State Park debarkation point in New Jersey; a 150 square foot tent used for screening vessels and freight located at Battery Park and a 5,400 square foot tent located at the base of the Statue of Liberty housing screening stations for Statue access. The screening stations also house desks, tables, line markers and other equipment. The incumbent contractor, Main Attractions, owns the security tents and has been providing them under existing concessions Contract Number STLI001-89. The National Park Service anticipates moving to permanent security screening facilities sometime after April 2008. Potential interested firms are hereby advised that under no circumstances will the Statue of Liberty be closed to the public during any changeover in contractors operating the temporary security screening facilities. All tents must be replaced at one time - there is no potential to replace them on a piecemeal basis. Normal operating hours for the Park are from 9:30 AM to 5:15 PM 7 days per week. This procurement is being issued under the authority of 10 U.S.C. 2304 (c)(1) - only one responsible source. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 45 days of the posting of this synopsis to Mr. Denny Braccia, Contracting Officer, National Park Service, Northeast Regional Office, 200 Chestnut Street, 3rd Floor, Philadelphia, PA 19106.
