Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with BGI Inc., 58 Guinan Street, Waltham, MA 02451 for the acquisition of PM monitoring equipment. The equipment will be used by the EPA, federal partners, and state and local operators for emergency response efforts. The items are: (1) F212 Filter Cassette, 46.2mm, (2) PQAUDIT EPA FRM Audit Version of PQ200, (3) EBC1 External Battery Cable for Marine Battery, (4) CF2 Filter Cassette for Type 2 EPA Leak Check, (5) WE10 Kit for Converting PM2.5 sampler to PM 10, and (6) 2617 PM 2.5 Sampling Nozzle for MiniPM Inlet. EPA believes BGI, Inc. is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond within 15 days of the date of this announcement to Lanelle T. Shands, at the above address. Interested vendors shall: 1) include information on the proposed services/equipment which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephone or fax requests will be honored.
