- Description: This is a combined synopsis/solicitation for commercial item in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. Background: Audio Time Scale Modification software and licensing. The National Library Service for the Blind and Physically Handicapped (NLS/BPH), Library of Congress is in the process of designing a Digital Talking Book Machine (DTBM). The design is being performed under a GSA contract by the Battelle Memorial Institute and subcontractors. Following the design phase, a contract will be awarded for the manufacture of approximately 600,000 players over 5 years. The Library is seeking quotes for the software, and licensing of such software, to be used in the DTBM to perform Time Scale Modification (TSM) of audio. The software supplied shall be capable of modifying the time taken to render 16 bit PCM audio data without altering the pitch or introducing objectionable artifacts. The software requirements: 1. The software shall modify the time taken to render 16 bit PCM audio data without altering the pitch or introducing objectionable artifacts. 2. The time modification shall range from 0.5 to 3 times normal speed. 3. The software shall be capable of scaling 16 bit PCM audio, at various sampling rates. At a minimum the software shall process audio at the following sample rates: 16 ksps, 22.05 ksps, 24 ksps, 32 ksps, 44.1 ksps, 48 ksps. 4. The software shall be compiled, as a C or C++ callable static library, with the GNU C compiler version 3.3.2 to execute on a Freescale i.MX21 ARM9E microprocessor with minimal impact on performance (less than 20MHz on the i.MX21). (the compiler may be obtained from the NLS if required) License terms must be such that the Library of Congress is able to exercise such an agreement under the Federal Acquisition Regulations. Offers will be selected upon technical factors, price and licensing conditions. The offerors shall submit a quote with the cost to supply: 1. A linkable object module, and or compliable C or assembler source code of the software. 2. Per player royalties for the use of the software (if applicable) 3. A five year license agreement to be executed by the government for the use of the software, patents or other intellectual property. The offerors shall provide: 1. Performance characteristics for the code (cycles required to execute on an ARM9E for the range of operation) 2. Processed audio files (44.1 ksps ?wav? files) of spoken word audio at 0.5, 0.75, 1.5, 2, 2.5 and 3 times normal speed of source audio files from the European Broadcasting Union (English male and female) : ftp://ftp.tnt.uni-hannover.de/pub/MPEG/audio/sqam/spme50_1.wav ftp://ftp.tnt.uni-hannover.de/pub/MPEG/audio/sqam/spfe49_1.wav 3. Description of the technical approach used to implement the code and any relevant information pertaining to quality and performance of the software. Technical evaluation factors: 1. Subjective quality of audio. 2. Processor resources required by the software. 3. Ease of implementation. Notice to offerors: This is a full and open competitive procurement. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-07 dated February 2, 2006. The following FAR clauses apply to this solicitation, FAR 52.212-1 Instruction to Offerors ? Commercial, 52.212-2 Evaluation ? Commercial Items, and 52.212-4 Contract Terms and Conditions ? Commercial Items. 52.212-5 does not apply to this solicitation. Any question regarding this solicitation must be submitted in writing to Arneen Dozier via email at adoz@loc.gov. The cut off date for questions is March 21, 2007. Proposals are due March 28, 2007 at 2:00 pm.
