- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. NOAA, National Marine Fisheries Service (NMFS)located in Seattle, WA intends to award a sole source contract to Woods Hole Oceanographic Institute to provide scientific and technical support for the management, conservation, and wise use of the marine and anadromous resources of the U.S. West Coast. There is currently a nationwide effort to conduct research on habitat for commercially important marine fishes. As part of this nationwide effort, NMFS is working regionally with academic partners, state fisheries agencies, and other organizations to provide the information needed for management of fishery resources, protected marine mammals, marine birds, and turtles, and to forecast the ecosystem consequences of fisheries removals, environmental variability and climate change. The NMFS will be conducting a research cruise in 2007, using advanced technologies such as autonomous underwater vehicles, seafloor geophysical technologies and oceanographic sensors, to count groundfish in rocky habitats and to map benthic habitats and associated invertebrate assemblages in selected areas off the U.S. West Coast. This work is essential to develop methods for monitoring groundfish populations in rocky habitats and untrawlable areas. This is essential since many species that are overfished or depleted have as their primary habitat, areas that cannot be surveyed used the standard trawl technology. Woods Hole Oceanographic Institution?s Applied Ocean Physics and Engineering Department will provide an autonomous underwater vehicle, the ?SeaBED AUV?, for the task of mapping rocky habitats and their associated benthic fauna in areas of significant terrain off the West Coast. The ?Seabed? AUV will be outfitted with its standard suite of sensors including a downward and forward looking still camera system, CTD, and ADCP). The AUV used must be hover capable, with a depth range of up to 2000 meters. This notice may represent the only official notice. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Woods Hole Oceanographic Institute without further notice. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
