Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ). This solicitation includes the clauses and provisions in effect through FAC 05-15. This is solicitation is unrestricted and the NAICS code for this action is 721110 and the small business size standard is $6 million. The Food and Drug Administration intends to negotiate a firm fixed price contract for hotel accommodation, conference space, and hotel services in Rockville, Maryland using FAR Part 13 Simplified Acquisition Procedures. This award is not for Event Planning Services. A Hotel Contract shall be submitted with your technical and price proposal, along with descriptive literature to include menus, sleeping rooms, meeting room space with diagrams and square footage, information (availability/cost) on amenities of hotel i.e., parking, shuttle services; transportation to/from airport. BACKGROUND: The Food and Drug Administration (FDA) will hold eight (8) Honor Award Ceremonies for agency employees. These ceremonies will be help for the following FDA organizations; FDA-wide, the Center for Biologics Evaluation and Research (CBER), the Center for Drug Evaluation and Research (CDER), the Center for Devices and Radiological Health (CDRH), the Center for Veterinary Medicine (CVM), the Office of Regulatory Affairs (ORA) and the Office of the Commissioner (OC). Each organization has an Incentive Awards Officer (IAO) who is responsible for the ceremony logistics, including venue and catering services. In an effort to achieve cost savings across the agency, the IAOs have agreed to consolidate their efforts and work with one vendor who can accommodate all center and ceremony requirements. One Center (CDER) will hold two (2) ceremonies per calendar year. Each of these ceremonies may be attended by FDA and Public Health Service (PHS) leadership, employees, contractors and partners from foreign governments, private industry, and state and local governments. DATES/TIMES: Primarily May through July with one (1) CDER ceremony occurring in November. REQUIRED TO PROVIDE: The requirements will vary, depending on the organization, but will include a facility that will deliver the following: (1) Located within 10 miles of the FDA headquarters, 5600 Fishers Lane, Rockville, MD 20857; (2) Provide a room to accommodate up to 500 banquet style seats and a riser/stage. Coordinate with the individual IAOs to finalize the room and riser/stage configuration for each individual awards ceremony; (3) Provide catering service (hors d?oeuvres and drinks) for up to 500 guests which can be served in a space separate from the primary event space; (4) Provide a receiving space for pre-event check in of ceremony awardees and guests; (5) Provide sufficient accommodations such as restroom facilities; (6) Completely handicapped accessible; (7) Provide free and adequate parking for all ceremony attendees, including specially reserved parking spaces for up to 10 Agency/Center VIP?s; (8) Provide adequate lighting, sound, speaker and technological capabilities for sound system and general audiovisual requirements. Lighting should allow for visually impaired participants to have a clear view of the sign language interpreters. Minimum audio requirements includes (a) Podium with microphone and (b) Handheld microphone; (9) Provide, upon request, adequate room night support, at the applicable government rate, for participants who may be attending the ceremonies from out of town; and (10) An assigned Banquet Events Manager to work with each IAO (or designee) from start to finish to assure a successful event, including day-of, on-site support. MAY NEED TO PROVIDE: The organizational IAO may request: (1) additional meeting rooms for use that are in close proximity for the purpose of: (a) storage of personal items for ceremony volunteers, (b) meeting space for vocalist/choir, and (c) meeting space for color guard. (2) Optional AV requirements may include: (a) Piano, and (b) Gobo projection; (3) Provide for other needs such as seating on the riser; (4) Other services. The following FAR clauses shall apply to this solicitation: FAR Part 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offerors Representations and Certifications, 52.212-4 Contract Terms and Conditions. In accordance with FAR 52.204-7 Central Contractor Registration (Oct 2003); contractors are Required To Register in the Central Contractor Registration (CCR) database http://www.ccr.gov, PRIOR to award of any contract. In addition, the offeror?s facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12101 et. Seq.). Size of meeting space, quality of property and services, and accommodations ? this includes the hotel layout, ease or access, security, (40% weighted); 2. Location (30% weighted); 3. Experience with large conferences past performance in hosting similar events (30% weighted), and 4. Price ? flexible attrition and cancellation terms will be considered. All things being equal, technical is considered more important than price.
