- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The purchase request number is F2VUCC7065A100. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 2005-15. The North American Industry Classification System code (NAICS) is 561920, Convention and Trade Show Organizers, the size standard of which is $6,510,000.00 (Not to exceed). Small Businesses will have equal consideration. THIS IS OPEN TO FLORIDA BUSINESSES ONLY! DESCRIPTION: Exhibit Services at the Tampa Convention Center. REQUIREMENTS: United States Special Operations Command (USSOCOM) has a requirement for exhibit services type support at the Tampa Convention Center. The timeline for set up and tear down is much shorter than normally allowed for events within the convention center and will require working outside of normal hours. Set up will start at 0200 hours (2:00 a.m.) on 25 April 07 and must be completed by 1400 hours (2:00 p.m.) 25 April 07. Tear Down will start at 2130 hours (11:30 p.m.) and must be completed by 0400 hours (4:00 a.m.) 26 April 07. The following equipment and services are required: 1575 ft in length of 10 ft wide black carpet (installed during the hours indicated) 100 ft in length of 8 ft high black hardwall (installed during the hours indicated) 16 pieces of Rope (6 ft in length) & Stanchions 200 ft in length of 8 ft Pipe and drape Approximately (25) 4 ft X 6 ft Poster Boards, free standing with velcor compatible material for fastening picture frames 8 ft X 10 ft USSOCOM Logo on hardboard and mounted vertically in a decorative holder (Logo provided electronically in vector file, vendor to create image) Scissor lift with crew and supervisor for approximately 2 hours. (Installing Parachutes) (from 0200 to 0400 hours) 2 Rigging crews with scissor lift (installing camouflage netting) approximately 4 hours (from 0200 to 0400 hours) The front entrance must have a decorated formal entrance with graphics designs USSOCOM Units will be bringing in equipment and aircraft, boats and vehicles for display within the convention center exhibit hall. All work must be completed to include Unit displays between the hours of 0200 to1400. Rigging work must be completed within the first 2 hours. Historically Status of Forces Week events have the luxury of two days for set up and deal with industry exhibitors who are usually pretty well versed on installation of their equipment. This year?s event will have government only exhibits. In addition, set up time has been reduced to hours instead of days. THE FOLLOWING TIMELINE MUST BE MET IN ORDER TO FACILITATE AN EXCELLENT DEMONSTRATION AND A TIMELY TEARDOWN OF THIS EXHIBITION! The Government will start set up at 0200 hours (2:00 a.m.) 25 April, 2007. The contract must have his equipment in place and ready to go at 1200 hours (midnight). The first to set up will be the camouflage netting. The contractor must provide the stringing material (typically clear fishing line type material sufficient to hold netting and parachutes) to hang the chutes and netting from the ceiling. At the direction of the government the positioning of the nets and chutes will be the direction of the Government on site coordinator. Once initial overhead work is completed (no later than 0200 hours), the Government will bring in equipment and their demonstration booths. The contractor will put carpeting in place in sections A and C. The contractor will assist in getting vehicles, aircraft, boats and other equipment into the exhibit hall and in their proper position. In addition, each of the four components of the command will set up their exhibit booths. The Contractor will then set up hard walls, rope and stanchion, and USSOCOM Logo and black carpeting throughout the area as shown on the layout drawings provided. All set must be completed by 1400 hours (2:00 p.m.) the same day. The event will end approximately 2130 hours (11:30 p.m.) that evening and tear down will commence immediately. The exhibit hall must be completely empty by 0400 hours (4:00 a.m.) 26 April 07. Must arrive at the Exhibit Hall Level (Center Section) to load and unload. The contractor must provide sufficient crew to perform all overhead work in the first two hours of set up. All materials, hard walls, display boards, pipe and drapes and stanchions with Rope must be clean, unmarred and presentable. No Drayage Charges will be allowed. The contractor will design and provide a formal front entrance using the conference theme logo. The entrance must be a first class design fitting a formal event of this nature.
