- DESCRIPTION/SPECIFICATIONS/WORK STATEMENT PORTABLE LATRINES 1. GENERAL 1.1 The portable latrines to be provided under any contract resulting from the solicitation shall be of standard configuration available in the commercial marketplace. All latrines shall be clean and in good general condition and capable of being locked from the inside by the occupant. Doors shall fit securely to provide privacy. 1.2 Heated latrines will be ordered and utilized only where a power source is available. The power source will be either an electrical outlet from a building or a generator provided by the Government, including extension cords, if required. 1.2.1 The heaters shall be affixed to a wall/ceiling of the latrine in an area which will not endanger the occupants. Space heaters designed specifically for use on the floor shall not be modified for use as a wall/ceiling unit. 2. DELIVERY OF LATRINES 2.1 The contractor will be notified by the Government a minimum of twenty-four (24) hours in advance of the time and date that delivery of latrine(s) will be required. 2.2 The contractor shall verify with the Contracting Officers Representative (COR), the time, date, and location point for delivery of the latrine(s). This notification shall take place a minimum of twelve (12) hours in advance of making a delivery. The time and place where the delivered latrine(s) will be inspected (see paragra ph 2.4 below) will be mutually agreed upon between the Contractor and the COR, at the time of this notification. 2.3 The Contractor will not be required to deliver latrines to locations exceeding the capability of his/her delivery equipment for example: delivery locations, which could cause damage to either his/her vehicle(s), latrine(s), or driver(s). If a locatio n can be reached by installing tire chains and would allow the driver(s) to reach the location and not otherwise damage the delivery vehicle(s), latrine(s), or driver(s) the Contractor shall install the tire chains. The Contractor shall be responsible for assessing the situation and making a determination as to whether locations can be reached safely. It is expected as specified in this paragraph, that the Contractor will make good faith attempt to reach any given location. Any disagreement between the Government and the Contactor regarding whether a location can be reached safely, will be subject to the Disputes clause of the contract. 2.4 At the time the latrine(s) are delivered to the Government identified site, the Contractor and the COR will inspect the latrine(s) and note their general condition and any damages. If the delivery is beyond the five (5) mile radius, the Contractor and the COR will also agree on the mileage to be used for computing delivery costs. 3. REIMBURSEMENT FOR DAMAGES 3.1 The Government will not be responsible for normal fair wear and tear, or for damages which have been previously noted during the delivery inspection. 3.2 The Contractor will be reimbursed for any Government caused damage or vandalism of latrine(s) while in the Governments possession, however it shall be incumbent upon the Contractor to advise the KO or the COR of any damage or vandalism before the lat rine is removed from the Government installation. The KO will advise the Contractor of any action that will be taken regarding the damage/vandalism, e.g., by having a Government representative go to the Contractors location and assess the damages, or by providing other disposition instructions. 3.3 The Government will not be responsible for any damage or vandalism that is not identified and reported before the latrine is removed from the Government installation. 3.4 After being notified of damage or vandalism by the Contractor, the KO or COR will make note of the damages and authorize the Contractor to remove the latrine(s). 3.5 For sites located away from the Government installation in situations where the KO or COR is not available for notification of damage or vandalism, the latrine(s) shall be moved to the Contractors storage area. Damaged latrine(s) will be set aside and the KO or the COR contacted immediately and notified of the damages. The KO will advise the Contractor of any action that will be taken regarding the damage/vandalism, e.g. having a Government representative go to the Contractors location and assess the damages, or will providing other disposition instructions. 4. EMERGENCY 4.1 The Contractors delivery and pumping trucks shall be equipped with reliable 2-way communication and cold weather gear for possible emergencies. 5. Time Frame / Delivery Period 5.1 BASE Period 1 JUNE 2007 THROUGH 30 MAY 2008 SERVICES, NON-PERSONAL: THE CONTRACTOR SHALL FURNISH ALL LABOR, SUPERVISION MATERIALS, PARTS, SUPPLIES, EQUIPMENT, AND DO ALL THINGS NECESSARY TO FURNISH LATRINES, PORTABLE, PROVIDED WITHIN A RADIUS OF 5 MILES FROM THE FRONT GATE, FORT RICHARDSON, ALASKA The Governent estimates ordering a total of 250 units during the base period. Units will be ordered in various quantities and for various periods of time at the applica ble rates offered in Line Items 0001AA through 0001AL. ( Price to include delivery and pickup for one unit). A TOTAL of FOUR (4) OPTION YEARS will also be considered.
