This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals ar e being requested and a written solicitation will not be issued. The solicitation number is W9133L-06-T-0216 and will be issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Fe deral Acquisition Circular (FAC) 05-12. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. Quote shall be labeled with the solicitation number. b. The Government intends to contract for a PRISM Gaming Initiatives Software Up-grades and Maintaining Services. c. Contractor shall submit a quote for the following equipment repair list. All quotes should be marked valid through midnight of March 20, 2007. Quotes will be evaluated based on best price. If a quote fails to meet any of the instructions in this soli citation then it will be set aside and not considered. d. SOO is attached at the end of this Combined Synopsis e. Noncompetitive Contract Action: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authori ty of FAR 6.302. The source is Rival Interactive. This is a sole source requirement because Rival Interactive owns the exclusive copy rights to all software material that is used to run the Army National Guard Recruiting game platform. 20. Statement of Objectives 2007 PRISM Gaming Initiatives 13 Mar 07 The purpose of the delivery order is to support Recruiting and Retention initiatives through the use of the PRISM gaming platform. The support could include, but is not limited to, continuous gaming operations, improvement of current levels, development o f new levels, website and multiplayer support and planning and implementation of tournament and other marketing/advertising initiatives. Background and Current Environment: The ARNG recently finished and released the PRISM gaming platform on PC (through CD) and online to include player matching online. The development of the PRISM game platform has set groundwork from which future lead-ge neration and branding initiatives can be launched. The PC Gaming market continues to grow and has proven to be a cost-effective way to reach the ARNG target audience. Performance Objectives: The contractor shall be proposing a plan which directly addresses the below performance objectives: a) The objective of the PRISM game is effective lead generation, branding of the ARNG product, multiple interactions with the prime target audience (17-24 year olds) and potential retention/attrition improvement. b) The ARNG requires continuous improvement of the current PRISM game and development of new material in support of lead generation objectives through the year. Throughout the employment of the game the contractor shall develop reporting methods/formats t o keep the government apprised of the progress of efforts. c) The ARNG will need the contractor to propose online opportunities and additional markets to focus on which meet overall strength maintenance needs. d) The ARNG will continue to need web/multiplayer support which is compatible with the numbers of gamers currently being facilitated as well as scalable to adjust to forecasted numbers to be handled during the year. Web support should use best practices i n the gaming community to ensure ARNG initiatives are equitable with other leading gaming technologies used. Constraints: All work accomplished should build upon the current PRISM platform technologies already employed by the ARNG. The contractor must ensure continued compliance with applicable gaming and ESRB regulatory guidance. All work accomplished must no t exceed the T rating that has already been awarded by the ESRB. Timeline: The contractor shall provide a Work Breakdown Structure and Quality Control Plan for all effort proposed.
