Description

The US Army Communications-Electronics Life Cycle Management Command (C-E LCMC) intends to procure for the development of the C2PC Gateway Accelerator (CGA) to use the DTN Bundle Protocol as a native transport protocol, through the use of the DTN2 AP I instead of TCP sockets. It is anticipated that a Cost-Plus-Fixed-Fee modification to Contract Number W15P7T-06-C-P638 will be awarded on a sole source basis to BBN Technologies10 Moulton Street, Cambridge, MA 02138 under the authority of 10 U.S.C. 23041( c)(1) Only One Responsible Source, as implemented by FAR 6.302-1. BBN possesses unique technical experience and knowledge of the systems design. There are no other known sources that meet the Governments requirements. The proposed development is program critical to provide gateway capability to Marine Corps CONDOR program. Therefore, the hardware and services to be acquired under the proposed action are necessary to ensure the DTN routing delivery rates and latency capabilities can be utilized in a CONDOR network. This synopsis is provided for informational purposes and is not to be considered a request for proposal. However, all responsible sources may submit a proposal, which shall be considered by the agency. Solicitation Number W15P7T-07-R-P431 is ass igned for reference purposes. The contract modification is estimated at $225k. The U.S. Army C-E LCMC has established the IBOP website as part of the Army's Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFP ) Request for Quotations (RFQ) and Invitation for Bids (IFB) from C-E LCMC to Industry. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. See Note 22 and 26.
