Description: Any prospective offeror interested in offering on this solicitation must register. This proposed procurement is 100% set aside for Service-Disabled Veteran Owned Small Businesses. The NAICS assigned for this procurement is 562910 with a size standard of 500 employees. The performance period is for a base period of one (1) year with tw o one (1) year options. The contract awarded under this solicitation will be a Requirements Contract for Munitions and Explosives of Concern (MEC) Investigation and Removal Services. The contractor will be responsible for investigations and removal servi ces in clamshell-surfaced driveways and in clamshell stockpiles in New Jersey, Delaware, Maryland and Virginia. The work includes but is not limited to the investigative and intrusive aspects of MEC removal (to include conducting on-site detonations) as we ll as the ability to simultaneously manage multiple teams performing work at multiple locations. The contractor may be responsible for the disposal of all munitions debris encountered during site activities utilizing qualified personnel. The solicitation requires separate technical and cost proposals to be evaluated on the basis of best value. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The technical volume shall includ e technical approach consisting of management plan, project schedule, and key personnel, and capabilities and experience consisting of relevant corporate and personnel capabilities and experience, and subcontractor capabilities and experience. The cost pr oposal will be will be evaluated for completeness and reasonableness. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, neither a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
