- The Naval Facilities Engineering Command Southwest Division Specialty Center Contracts Core Code RAQN0 Port Hueneme, CA 93043 intends to award on a sole-source contract to Tageson Maritime Consulting, Benicia, CA due to only one responsible source. Tageson Maritime Consulting is the only responsible source that can seamlessly fulfill this requirement, as a stop-gap measure for three months, in the timeframe needed by continuing the existing services of their current contract. The current contract (N47408-01-D-8216) expires March 31, 2007 and the follow-on contract is currently solicited (N62473-06-R-3042) for competition and scheduled for a May/June 2007 award. This procurement is being issued using the Simplified Acquisition Procedures (SAP), FAR Part 13. See Numbered Notes 22. The Naval Facilities Engineering Service Center (NFESC) as the Course Curriculum Model Manager (CCMM) is tasked by Naval Occupational Safety and Health (NAVOSH) and Environmental Training Center to manage the certification of First Responder Operations Level personnel to support Navy and Marine Corps missions with oil spill Facility Response Teams (FRT). Tageson Maritime Consulting is tasked to develop the schedule and provide Facility Response Team (FRT) oil spill response certification courses to certify personnel at the First Response Operations Level, as required by 29 CFR 1910.120 to support Navy and Marine Corps facilities worldwide. Specifically, the Contractor shall (1) schedule and provide all oil spill response compliance certification and instructional courses to Navy and Marine Corps personnel; (2) modify or develop new oil spill systems and equipment compliance certification procedures and supporting reference materials, and compliance certification aids to support the compliance certifications; (3) support Navy On-Scene Coordinators (NOSC) oil spill response compliance certification programs; and (4) conduct site specific surveys, as required to ascertain individual Naval activities oil spill response readiness.
