Description
The Navy requires technical and management support for Facilities ILS within Base Development at the Naval Facilities Engineering Command Washington DC. The support will be for facilities ILS compliance with the DOD 5000 series, SECNAV 5000.2C, SECNAV 4105.1, SECNAV 5400.15A, OPNAV 11000.16A and various Commander, Navy Infrastructure Command (CNIC) and NAVFAC facilities, planning and infrastructure strategies and initiatives. Execution of the tasks listed below includes, but is not limited to performing the following functions: analysis of current and future weapons programs and their impact and requirements for facilities and infrastructure; participation and guidance for weapon systems facilities requirements, management plans, criteria, studies, environmental planning/NEPA and site surveys; review and comment of Initial Capabilities Documents (ICDs) and Capability Development/Procurement Documents (CDD/CPD); review and comment for Integrated Logistics Assessments (ILAs), review and comment for Acquisition/Integrated Logistic Support Plans (ALSP/ILSP), Logistic Requirements Funding Summary (LRFS), programmatic NEPA schedules and other pertinent program documentation; development and deployment of ILS implementation strategies with supporting cost and risk analysis; and preparation of associated business studies and reports; support and participation in the CNIC/NAVFAC ILS Integrated Product Team (IPT). The goal of this effort is to leverage the knowledge and experience of the consultant to enhance and improve ILS facilities and infrastructure planning of weapons systems within NAVFAC, CNIC, CNO, NAVAIR, NAVSEA, SPAWAR and the Navy. The strategy is to continue to involve expert resources from the private sector to accomplish these tasks. Tasks are addressed in the Statement of Work. The contract will be a fixed-price contract. The acquisition is set-aside for Small Business. Contract award will be made to the responsible offeror whose proposal is compliant with the solicitation, and is determined to be best value to the government, technical including past performance, price, and other factors considered. The duration of this scope is four years. The place of performance is the National Capital zone, Washington DC. Another applicable NAICS code is 541618. The workload is estimated to be 1,300 direct labor hours through 30 September 2007; each of the three options will be in the range of 1650 direct labor hours annually.
