Description
Modification (3/13/07): The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a modification to contract N61331-06-C-0055 for the modification of Control and Alarm Monitoring Systems (CAMS) for the Landing Craft Air Cushion (LCAC). The modification provides for the reconfiguration of CAMS to MIL-STD-1553 to perform upgrades on previously fielded units. AP Labs, Inc. is the sole developer and original equipment manufacturer (OEM) of the CAMS units. They posses proprietary hardware and software and are the only source that can provide the subject modifications without a substantial duplication of costs and schedule delays. FSC is 2090 ORIGINAL: The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a modification to contract N61331-06-C-0054 to L-3 Titan Group. Under contract N61331-06-C-0054, L-3 Titan Group is fabricating specialized Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computer and Navigation (C4N) components used in conducting the LCAC Service Life Extension Program (SLEP) C4N Reliability Improvement Program (RIP). This modification provides for five (5) additional shipsets of components and additional spare parts. As the original developer and manufacturer of these components, L-3 Titan Group is the only source with the prerequisite experience, knowledge, and expertise required to successfully perform this requirement. Unrecoverable duplicative costs and unacceptable schedule delays would result if award were made to any source other than L-3 Titan Group.
