Description
The U.S. Department of the Treasury, Departmental Offices (DO) is issuing a Request for Information (RFI) to solicit comments, suggestions, and best practices for Assets Management Systems service. DO is seeking sources for a possible future acquisition. This RFI presents a high level Statement of Work (SOW) that describes, at a high-level, the objectives, scope, support requirements, and the overall performance criteria of the services necessary to support the Treasury IT environment. The RFI solicits the vendor community interest, capability, comments, suggestions, and dialogue regarding the services described in the SOW all of which will be used to possibly develop a future solicitation. This notice does not constitute a Request for Proposal or a promise to issue one in the future, and is being conducted for planning purposes at this time. The Government does not intend to award a contract for any supply or service on the basis of this request or to otherwise pay for the information. This request is issued for the purpose of soliciting the industry?s comments, suggestions, and their appropriate capabilities in performing the services outlined in the enclosed SOW. Respondents are also requested to address the following set of questions as part of their response. 1. Have you provided the classes of services that are described in the Statement of SOW ? Please provide: a. If the clients is a commercial entity or a Federal/State Government agency b. Brief description of the environment and technologies used c. Description of the IT services provided d. Points of contact 2. In your experience, can the services contemplated in this SOW be performed in a fixed price, performance-based, incentivized environment in terms of: a. Cost efficiency and control? b. Higher customer satisfaction? c. Increased operational efficiency? d. Optimum length of contract? 3. Provide comments on the scope of services described in the SOW. In your experience, are they complete and in-line with this type of Asset Management Services offering in the industry? Are there any rerquirements/services you would add or remove? 4. Provide specific comments for the SOW a. Are they in-line with industry best practices? b. Are there any additional or alternative metrics, thresholds, etc. that you would recommend (must provide rationale) c. Are there any price/performance trade-off implications that result in higher costs with diminishing return on performance? 5. In your experience what are some of the practical differences in providing these services all on government site versus contractor site? Are there any cost implications? Any performance implications? Please provide examples. 6. Please describe the types of contract vehicles that your company has used to provide these types of services in the manner described in this SOW. Provide information on the contract vehicle including brief overview of ordering process, appropriate POCs, and the usage fee. 7. What key evaluation factors should the Department of the Treasury use to distinguish whether or not a vendor possesses the ability to successfully provide the services presented in the SOW? 8. What are the key cost elements that will drive a vendor?s cost proposal in response to a solicitation for the services described in this SOW under a fixed-price, performance-based managed services arrangement? Please submit no more than 20 total single-sided pages of response using print no smaller than 11-point font. Text included as part of tables, figures, and graphics can be smaller than 11-point font so long as they are legible. Interested parties can submit their responses to the RFI to the Contracting Officer, John A. Palmieri, through electronic mail, at john.palmieri@do.treas.gov, by 2PM EDT on March 28, 2007. If the Government decides to proceed with a solicitation, comments received from the RFI responses will be used to develop a Draft RFP. The Government at its sole discretion may choose to send the Draft RFP for comment, at which time a Pre-Solicitation Conference may also be scheduled. Asset Management Services The Department of the Treasury and its bureaus occupy space on almost 1,400 locations, operate a total of more than 4,000 motor vehicles, and are responsible for the proper care and stewardship of hundreds of thousands of personal property assets. These assets are used by Treasury bureaus for a number of purposes in accomplishing the Departmental missions. They house Treasury personnel and provide them with the necessary tools and equipment to carry out their responsibilities whether they be regulatory compliance, law enforcement, development of financial and economic policy, or other purposes such as the manufacture and transportation of coin and currency. Because of the nature of the functions these assets support, they are an essential part of each bureau operation and are, in many cases, mission critical tools. The highly decentralized nature of the Treasury Department has resulted in each bureau acquiring and maintaining its own assets, establishing its own policies and procedures governing use and assignment of assets, and using disparate systems and levels of data collection for asset management. Assets are acquired, maintained, and disposed of through multiple sources. With the exception of some special purpose items, Treasury is interested in consolidating its asset management information in an integrated management information system in order to reduce administrative burden and maximize the efficiency and cost-effectiveness of its operations. This request for information seeks input on the various options for transitioning to an integrated asset management system that is operated and maintained in a shared services environment. The system should support the Department?s inventory of real, personal, and fleet assets. The integrated system does not need to be a single system, but must be capable of integrating the data reporting across the various asset classes. In addition, the system must be capable of being integrated with the Department Financial Analysis and Reporting System for financial management reporting and analysis. System Architecture 1 A Web based , Application Service Provider (ASP) solution 2 Support data input through multiple sources (key entry, uploads, hand-held readers, ftp, etc.) 3 XML agnostic to facilitate interfaces with other systems and databases 4 Provide scalablility to deal with changes in numbers of assets 5 Provide an audit trail record of who made what transactions/entries and when System Functionality 6 Support an initial approximate size to be maintained in the system of at least 50,000 assets 7 Permit replacement modeling based on user defined parameters and asset use 8 Facilitate maintenance forecasting and notification of required actions 9 Allow user defined maintenance requirements and frequencies 10 Allow generation of in-house or commercial work order tickets 11 Provide warranty management capability for assets and user-installed accessory equipment 12 Capture of multiple attributes for a given asset and the ability to sort by them 13 Calculation of depreciation, amortization, depletion and salvage or residual values on an item by item user-defined basis 14 Calculation of net book value of capitalized assets, sub-totaled by multiple categories 15 Calculation of depreciation, amortization, and depletion expense subtotaled by multiple categories 16 Provide a Dashboard functionality for monitoring of user-selected key fields Reporting Requirements 1 Provide comprehensive management information and reporting capability, including user defined/generated ad-hoc reports 2 Ability to generate reports across one or more data elements 3 Ability to produce reports at the bureau level 4 Ability to produce reports at the department level System Security 1 Systems and personnel security levels adequate to assure the safety of sensitive data as well as physical security for the hardware supporting the system 2 Ability to restrict user permissions on a user by user basis 3 Comply with Treasury and Federal security standards, including a current Certification and Accreditation. Vendor Support 1 Help Desk/Technical support available during normal Government working hours to assist end users 2 Provision of a dedicated full-time Government liaison to support the department and bureau points-of-contact is preferred 3 Must respond to system or database issues within 4 hours of notification 4 Provide initial user training session(s) and additional training on a periodic basis to be determined Added Value Functionality 1 Provide a 24/7 Call Center for vehicle accident and maintenance management with toll-free call in number(s) to assist vehicle operators needing help in case of a breakdown or incident. 2 Provide motor pool management capabilities for assigning and monitoring utilization of vehicles, including electronic vehicle requests and generation of trip tickets 3 Permit interfacing with vehicle and other asset monitoring systems such as Drive Cam or Network Car to download asset data on a per item basis. 4 Ability to adapt to and incorporate new and emerging technologies.
