Description
NASA/GSFC has a requirement for a 406 MHz transmit side beacon simulator for the use in the frequency band allocated for 406 MHz distress beacons. The transmit simulator shall have the capability to transmit multiple simultaneous programmable 406MHz beacon digital messages to spacecraft equipped with SAR packages. NASA?s goal is to purchase a beacon simulator having the same capabilities, hardware, software structure and operator interface as the original NOAA purchased Beacon Simulator. NASA/GSFC intends to purchase the items from EMS Technologies Inc., the builder of the original simulator. Source code of the original simulator?s software is proprietary to EMS. NOAA retains an archival copy of the Beacon Simulator?s source code but it legally cannot be made available to NASA unless EMS either abandons the products or ceases to exist. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.
