- NASA/JSC plans to issue a Request for Proposal (RFP) for the award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for general construction, modifications, repairs and rehabilitations at Johnson Space Center (JSC), Ellington Field (EF), and Sonny Carter Training Facility (SCTF), under which JSC may issue fixed price delivery orders. Each contract will be awarded with a minimum contract value of $5,000. The maximum contract value for all delivery orders awarded over a five year period of performance will not exceed $46,000,000. General Construction projects will be selected by the government for limited competition among the firms that have been awarded an IDIQ contract. This procurement will be conducted as a full and open competition and is also part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 236220 and $31 Million, respectively. The first delivery award against this contract will be ?Building 265 Addition? at Johnson Space Center. The order of magnitude for this delivery order is between $1,000,000 and $5,000,000 and the effort shall be completed approximately within 300 calendar days after notice to proceed. The anticipated release date of the RFP is on or about April 2, 2007, with an anticipated offer closing date of about June 4, 2007. The firm date for receipt of bids or proposals will be stated in the RFP. Specifications and Drawings will be available from Ridgeways Limited, 2900 Smith Street, Houston, TX 77006, Point of Contact: Don Hummel, Phone Number: 713-787-1208. Note: Specifications and Drawings are not currently available. They will be made available to prospective offerors concurrently with the release of the RFP. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement, with the exception of the specifications and drawings, will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) The date and time of an organized site visit will be specified in the RFP. (c) Participants will meet at a place to be specified in the RFP.
