- NASA/KSC has a requirement for six rack enclosures (WB-5905) to be used in the Mobile Launch Platforms. NASA/KSC intends to purchase the items from Woodbine Industries of Bensalem, PA. The subject enclosures are compatible with, and required to integrate in to the existing Ground Service Equipment subsystems, which are used to support Shuttle Processing. This hardware is required for operational use of the critical Permanent Measuring System and the critcal health monitoring network for the Shuttle Command and Control systems. This hardware will also be implemented into the infrastructure and subsystem components of the Mobile Launch Platforms. These racks have gone through certification, qualification testing, engineering and design documentation and are in configuration. In addition, these parts have undergone environmental testing for acoustic and mechanical vibrations. Using other racks would require system recertification. There is not a like replacement that reflects the design and engineering drawings, and environmental specifications. Any attempt to use a like part would require re-qualification, and retest for environmental specifications, at a huge cost to the government and a heavy delay to operations. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on March 28, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit capabilities/qualifications which shall be considered by the agency.
