- The Department of Justice is developing an acquisition strategy for its requirement for professional investigative, analytical and technical support services to the DOJ Asset Forfeiture Program (AFP). To clarify, this component of the AFP is for professional advisory services and NOT for ongoing, repetitive administrative support services. As part of this process we are seeking information about small businesses that are capable of performing the work. Please note that this is a market survey for informational purposes only and is not a Request for Proposals (RFP). There is no solicitation document available at this time; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with the instructions that follow. The nature of the work required, especially that which is case-related, is frequently such that services must be performed within stringent time constraints. Since the AFP operates nation-wide, projects may take place anywhere within the United States. The following are examples of the types of services that may be ordered under this contract: Program Evaluation, Management and Organizational Analyses, Financial Management and Internal Controls Analyses, Information Resources Management, Commercial Accounting and Business Analysis, Enterprise Management, Training, Consultant Services, Civil Investigative Services. By far the largest bulk of work performed under the existing contracts falls under the category of Civil Investigative Services; there are currently approximately 180 full-time and 40 part-time contractor personnel providing investigative and other support services to the DOJ AFP community. Interested parties must be able to provide support services in all of the categories listed. Because of the nature of the work performed, Secret and Top Secret clearances are required of the majority of contractor personnel and companies must have Top Secret Facility Security Clearance at the time of proposal submission. The applicable North American Industry Classification System (NAICS) code is 541611, with a small business size standard of $6.5 million. Responses to this announcement must provide detailed, concise information about the company?s qualifications and experience in support services similar to those described herein, within the past five (5) years. Responses shall include a list of up to five (5) such projects. Project information shall include the contract number, dollar value, period of performance, current status, and current point of contact information including name, address, telephone number, and e-mail address. Previous experience with obtaining Secret and Top Secret clearances for contractor personnel is important. In addition, the response must state small business size status (small; 8(a); small disadvantaged; HUBZone; service disabled, veteran owned; etc.) and not exceed 10 pages. All responses must be submitted electronically to Linh.lam@usdoj.gov and be received no later than March 26, 2007.
