Description
The Southern Region Contracting Center - East (SRCC-E) has a requirement to contract for all necessary resources to provide Base Operations Support Services for the Directorate of Public Works (DPW) at Fort Benning, GA. These services will support m ore than 30,000 personnel on a permanent basis, a transient population of more than 25,000 students each year and more than 21,000 family members and 29,000 retirees, plus survivors and family members living in the area for a total average daily population of 103,000. The Installation consists of approximately 184,089 acres, and 2,851 buildings and structures. Beginning in 2009 through 2011, the installation will experience growth in personnel and buildings and structures in preparation for the Armor School s transfer from Ft. Knox, KY and the conversion of the U.S. Army Infantry Center to the Maneuver Center which combines infantry and armor training functions. This growth is anticipated to increase the personnel by approximately 40% and buildings and stru ctures by 30%. The contract will be used for installation activities for Ft. Benning, GA, Camp Merrill, GA, Camp Rudder, FL and Port Support Activity, Jacksonville, FL, and off post activities and units. The SRCC-E is conducting market research to identify potential qualified Small Business sources that possess the expertise, capabilities, and experience necessary to meet the Army requirements necessary to provide and perform as prime contractors for a mul tifunctional requirement to provide Base Support Services - Directorate of Public Works (DPW) at Fort Benning, GA in eleven (11) different functional task areas: 1). Work classification and management, e.g. Standing Operating Orders; Service Orders; Indi vidual Job orders; Conversion of Service Order Work to Individual Job Orders; Work Reception; Work Documentation; Work Control; 2) Buildings and structures maintenance; 3) Dining Facility equipment maintenance; 4) Utility Systems Operation and Maintenan ce; 5) HVAC Systems Operation and Maintenance; 6) Grounds maintenance; 7) Surfaced area maintenance; 8) Material Recycle Facility Operation and Maintenance; 9) Self Help services; 10) Remote Camp Operations, Maintenance and Support and 11) Range Mai ntenance. This requirement will cover a wide rage of functions required to provide complete facilities operations supports to installation customers. Services will be performed at Fort Benning, GA six miles southwest of Columbus, Georgia. The anticipat ed North American Industrial Classification System (NAICS) codes is 561210, Facility Support Services, with a small business size standard is $32.5 Million. Small businesses concerns submitting responses should indicate whether they are Small, Small Disad vantaged, 8(a), Hubzone, Woman Owned, Service Disabled veteran, or any other socio-economic group. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted i s voluntary. Small business responses will be evaluated to determine whether small business has the technical and financial capability to perform the services described above and in the Draft Performance Work Statement (PWS) as a small business set aside. In the event of a Joint Venture, both entities must comply with the NAICS size standard and in the event of a small business set-aside (or subcategory thereof; e.g. Hubzone), the small business prime must comply with FAR 52.219-14, Limitations on Subcontra cting.
