Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The United States Coast Guard (USCG) intends to enter into negotiations on a sole source basis with SUNAIR Electronics Inc., 3005 S.W. Third Avenue, Fort Lauderdale, FL 33315 to provide: (1) Upgrades to at least 95 current Sunair RT-9000 transceivers from version A to version B, (2) Upgrades to at least 95 current remote control units RCU-9310 from version A to version B, and (3) At least 25 additional RT-9000 version B, RCU-9310 version B and CU-9125 radios. The proposed acquisition will be for one (1) base year with two (2) one-year options. In 1997, USCG began a multi-year effort to re-capitalize and modernize all shore-based and shipboard low power HF radios. In 2000, through a full and open competition, Sunair Electronics Inc. was awarded a five-year contract to supply USCG with the low power HF radios. Along with additional purchases, the current radios need to be upgraded in order to meet the new technology requirements called the Automatic Link Establishment (ALE) and only Sunair Electronics Inc. can provide the upgrades as well as the proprietary software for current and future support. Acquiring the upgrades from another vendor would not be cost effective, since there would be proprietary information involved. Without these upgrades, there is the danger of miscommunication between the USCG command centers and the USCG ships out in the sea. The North American Industry Classification (NAICS) Code is 334220. Delivery will be made to the United States Coast Guard Engineering and Logistic Center (ELC), Baltimore MD. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determination whether to conduct a competitive procurement.
