THIS SOLICITATION WAS PREVIOUSLY ADVERTISED ON 07 JULY 2006 AS N62467-06-R-0135. YOU WILL NEED TO REGISTER UNDER THE NEW SOLICITATION NUMBER N69450-07-R-0061 IF YOU HAVE PREVIOUSLY REGISTERED IN THE ESOL WEBSITE UNDER N62467-06-R-0135. The NAICS Code for this Request for Proposal is 236220 Commercial and Institutional Building Construction. The Size Standard is $31,000,000. The work consists of Design Build of P-511V, BEQ (103,737 SF) Multi-story, steel-frame buildings, pile foundations, reinforced concrete floors, brick siding, standing metal seam roof system; mechanical/electrical systems; heating, ventilation and air conditioning; fire protection system, security system; site improvements. Facility design will incorporate anti-terrorism and force protection features. Living/sleeping modules for 270 PN with constructed to local ?market style? conditions. P-513V, Child Development Center Addition (6,601 SF) Construct one-story addition to the Child Development Center. The construction will be pile supported, brick exterior with a standing seam metal roof and site improvements including parking and pick-up/drop-off area. P-520V, General Purpose Instructional Building (23,765 SF) Two-story, steel-framed facility, pile foundations, reinforced concrete floors, masonry exterior, standing seam metal roof, mechanical/electrical systems, heating, ventilation and air conditioning, fire protection, parking, and site improvements. Facility design will incorporate anti-terrorism and force protection features. P-521V, Administrative Support Building (18,697 SF) Multi-story, steel-framed facility, pile foundation, reinforced concrete floors, masonry exterior, standing seam metal roof, mechanical/electrical systems, heating, ventilation and air conditioning, fire protection, parking, and site improvements. Facility design will incorporate anti-terrorism and force protection features. P-528V, Family Service Center (5,544 SF) One-story, steel-framed facility, pile foundations, reinforced concrete floors, masonry exterior, standing seam metal roof, mechanical/electrical systems, heating, ventilation and air conditioning, fire protection, parking, and site improvements. Facility design will incorporate anti-terrorism and force protection features. P-531V, Road and Infrastructure Support This project will construct approximately 3400 linear feet of 70 foot lighted road system. The 70 foot roadway will allow for four 12-foot wide lanes and a 15-foot turning median for safety. In addition, the project will extend electric power, communication duct and cable, natural gas, fire/potable water, and sewer main services along the new roadway, site demolition. These mains will include locations for branch taps to individual buildings along the main. P-522V, Applied Instruction Building (12,743 SF) Two-story, steel-framed facility, pile foundations, reinforced concrete floors, masonry exterior, standing seam metal roof, mechanical/electrical systems, heating, ventilation and air conditioning, fire protection, parking, and site improvements. Facility design will incorporate anti-terrorism and force protection features. P-526V, Military Entrance Processing Station (26,390 SF) One-story, steel-framed facility, pile foundations, reinforced concrete floors, masonry exterior, standing seam metal roof, mechanical/electrical systems, heating, ventilation and air conditioning, fire protection, parking, and site improvements. Facility design will incorporate anti-terrorism and force protection features. P-529V, General Administrative Building (20,145 SF) This project will construct a new administrative building with pile foundations, steel frame, brick exterior, and standing seam roof. The building will be connected with the base alarm system and will include automatic fire sprinklers, a mass notification system and an intrusion detection system. The facility includes a telecommunications center, electrical and mechanical utilities, technical operating manuals, and paving and site improvements. Facility design will incorporate anti-terrorism and force protection features. P-518V, Indoor Physical Fitness Facility Addition (8,277 SF). This project will construct a new one story library with a pile supported foundation, brick exterior and standing seam metal roof. Facility design will incorporate anti-terrorism and force protection features. P-517, Library (2,652 SF) This project will construct a new one story library with a pile supported foundation, brick exterior and standing seam metal roof. Facility design will incorporate anti-terrorism and force protection features. P-514V, Medical Dental Clinic Addition (20,096 SF) One-story, steel-frame addition to the existing Medical and Dental facility (Building 41), pile foundations, reinforce concrete floor, masonry walls, roof to match the existing; mechanical/electrical, heating, ventilation and air conditioning, fire protection, security system, communications and data systems tied to existing clinic. Site development includes all site utilities, clearing, paving and parking. Renovation to existing facility to include paint, carpet, ceiling tile and minor reconfiguration of partition walls. Facility design will incorporate anti-terrorism and force protection features. The Government will award a Firm-Fixed Price Contract resulting from this solicitation to the responsible, responsive proposer whose proposal conforms to the solicitation and considered to be the BEST VALUE to the Government, price and technical factors considered. This procurement will consist of two Phases. Phase I - Proposers will be evaluated on FACTOR A - Past Performance - 1.Design and 2.Construction; FACTOR B Team Qualifications 1.Design Team and 2.Construction Team; FACTOR C - Small Business Subcontracting Effort; and FACTOR D Market Conditions. The highest rated proposers, up to five, will advance to Phase II. The proposers qualified to go to Phase II will be evaluated on: FACTOR A ? F, with Factors A, B, and D being the same as for Phase I unless new or revised submission is received. Factor C for Phase II includes the same criteria as for Phase I but requires the submission of an actual subcontracting plan. Factors E and F are added for Phase II. They are Factor E ? Technical Solution, and Factor F ? Management Approach. The Government will also consider information provided in the offeror?s proposal and any other information obtained from other sources. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous BEST VALUE to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. SOLICITATION - The Government intends to issue PHASE I solicitation on our website at http://esol.navfac.navy.mil. Issuance of Phase I is scheduled to be issued on 29 March 2007 with Phase I Proposals being due 30 April 2007 for a Fiscal Year 07, 4th quarter contract award. SOLICITATION/SPECIFICATION: PHASE II SOLICITATION/SPECIFICATION WILL BE ISSUED AND POSTED TO OUR WEBSITE, http://esol.navfac.navy.mil, HOWEVER, ONLY THOSE CONTRACTORS CHOSEN TO GO TO PHASE II WILL BE INVITED TO PROPOSE. Prospective Offerors, Subcontractors and Suppliers, should immediately register on the website in order to receive updates, i.e., Amendments. The official plan holders list will be maintained and can be printed from the web. Amendments will be posted on the web site. This will be the only method of distributing amendments; therefore, IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
