- This is a sources sought notice, which constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 2019-756001 and is issued as a request for quotation (RFQ). If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this sources sought notice. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the seller's name or the seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. Information regarding GSA Schedules can be found at www.GSA.gov. This requirement is unrestricted and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2007-03-20 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Washington, DC 20037 The Department of State requires the following items, Exact Match Only, to the following: LI 001, EDISON LICENSE USAGE FOR SOFTWARE APPLICATION, 1, LOT; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. NO RECONDITIONED ITEMS ARE ACCEPTABLE. The office of Fraud Prevention Programs (FFP) request the payment of the license fee for the use of the EDISON TD software application which is used in conjunction with the EDISON?s Travel Document Database system. FFP is requesting a yearly subscription to this system for 100 concurrent users be acquired along with two servers on which to run the database. The EDISON software application will provide the basic images of passports, visas, and other travel documents from around the world. The application in conjunction with the EDISON hardware will have the following capabilities: show watermarks within documents, show retro-reflective features on documents, show UV activated features on documents, show holograms on documents. The EDISON?s web-based Travel Document Database system and software application meets all of CS/FPP? technical requirements and is known as a standard in the business. The EDISON program is an intergovernmental consortium, led by the Dutch with cooperation from Australia, Canada, and the United States. DHS? Forensic Document Laboratory contributes to EDISON document exemplars, some of which originate with CA. The database is published in various forms, including books, a commercially available internet-based program, and government-only versions. The version FPP propose to procure is a government ?Control? level which is available in electronic form with no need to install on individual PCs. This version has also been procured by DHS?s Bureau of Customs and Border Protection (CBP) for use at U.S Ports of Entry. Based on the technical capability of EDISON it has been determined that another viable source would not be able to provide CA/FFP with compatible software application to compliment the already purchased hardware
