Description
This acquisition will be a limited competition for depot-level repair for the testing and repair of the F-15 aircraft Electronic Systems Test Set (ESTS) Interface Test Adapters (ITAs). The F-15 ESTS ITAs are a highly integrated set of test adapters that integrate fifty (50) new and modified Line Replaceable Units (LRUs) with the ESTS test station. The following sources are the Original Equipment Manufacturers (OEMs) that developed and built the F-15 ESTS ITAs: 1) Northrop Grumman Systems Corporation Electronic Systems Defense Systems Division 600 Hicks Road Rolling Meadows, IL 60008-1098 Cage Code: 26916 2) Lockheed Martin Corporation 1801 State Route 17C Owego, NY 13827-3900 Cage Code: 03640 3) McDonnell Douglas Corporation Wholly Owned Subsidiary of the Boeing Company P.O. Box 516 J.S. McDonnell Blvd. Saint Louis, MO 63166-0516 Cage Code: 76301 Northrop Grumman Corporation is the original OEM of the ESTS Test Station. This will be a Firm Fixed Price Requirements Repair contract. There will be cost reimbursable line items for Contractor Acquired Property (CAP); Tear Down and Evaluation (TD&E); and Over and Above work. There will be a Basic Contract Period with four (4) one-year Annual Option Periods. Quantity ranges will be established for each of the fifty (50) LRUs for the Basic Contract Period as well as each Annual Option Period. Authority for requirement is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services will Satisfy Agency Requirements. The Government will not be able to provide any ESTS Test Stations as Government Furnished Property (GFE). There are no available ESTS Test Stations in Government inventory. Electronic procedures will be used for this solicitation. Request a copy of the solicitation from the following website: http://www.fedbizopps.gov. Approximate issue date of the solicitation is 2 April 2007. Approximate response date for receipt of proposals is 17 May 2007. This acquisition will also utilize a Technically Acceptable Performance-Price Tradeoff (TA-PPT) procedure. Award will be made based on factors other than cost.
