Description
Introduction: The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation, is responsible for reducing the number of injuries and deaths on highways resulting from vehicle crashes. On January 1, 1981, the NHTSA issued Federal Motor Vehicle Safety Standard (FMVSS) No. 213, ?Child Restraint Systems.? On June 24, 2003, FMVSS No. 213 was amended to incorporate new test dummies and revised test procedures, and to extend the standard to apply to children who weigh up to 65 pounds. Specific Requirements: NHTSA intends to procure testing, inspection services, and reports so that the Government can determine whether child restraint systems comply with the requirements of FMVSS No. 213 (Dynamic Testing). The contractor shall furnish the necessary qualified technical personnel, facilities, and equipment to perform testing services to determine conformance of sample child restraints. Restraints will be provided to the Contractor as Government Furnished Test Items (GTFI). The contractor shall conduct tests of the components provided. Dynamic testing will vary for each type of child restraint system depending on its design, construction and application. The following is a list of requirements for each group of child restraint systems: Group 1, Infant Restraints; Group 2, Convertible Restraints (can be used in infant and toddler mode), Group 3, Combination Restraints (can be used in infant, toddler, and booster mode), and Group 4, Booster seats. (Note: A breakdown of each group is provided within the Statement of Work.) In addition, the contractor shall perform all work in accordance with testing requirements of FMVSS No. 213 ?Child Restraint Systems? and the Office of Vehicle Safety Compliance Document TP-213-09, ?Laboratory Test Procedure for FMVSS 213 Child Restraint Systems, dated June 7, 2006. Contract Award: NHTSA intends to award Firm Fixed Price contract(s) (there may be more than one award from this solicitation) with a base year plus two 24-month option periods which can be exercised (in two-year increments) resulting in a total possible performance period of five (5) years. This solicitation is full and open competition. Solicitation: The solicitation DTNH22-07-R-00028 will be available for downloading from http://www.fedbizopps.gov/ on or about April 26, 2007. All questions regarding this solicitation must be submitted in writing via e-mail to chelly.johnson-jones@nhtsa.dot.gov no later than May 10, 2007. The anticipated award date for this resultant contract is expected on or about August 30, 2007.
